Keith Metcalf is on temporary assignment in Olympia with Mike Gribner as acting Regional Administrator This month we get an update on the Sanpoil ferry vessel construction and terminal upgrade, plus information on upcoming highway construction work. Mike Gribner Acting Regional Administrator WSDOT Eastern Region = = = = = = = M/V Sanpoil vessel update and ferry terminal upgrade project Assembly work continues on our new Keller ferry route vessel, the M/V (Motor Vessel) Sanpoil. The contractor, Foss Maritime, reports the pilot house is in place, hull welding is underway with the vessel electrical and drive systems getting installed. The vessel will be put in the water for testing in mid-July and is scheduled to enter service on August 14th. A special ceremony is being planned for August 14th with details to be announced. Another important component with the new vessel is the need to refurbish and upgrade the existing terminals to fit the new boat. To do this requires the terminals and existing ferry to be taken out of service for about 5 weeks. The contractor, Max J. Kuney of Spokane, will begin the terminal work on Monday, July 8. As noted above, ferry service will resume with the new vessel on Wednesday, August 14. The final run for the current vessel, M/V Martha S., will be Sunday evening, July 7, after serving on the route for 64 years and 10 months. = = = = = = = Francis Avenue work getting started A major paving project is getting underway on SR 291/Francis Avenue. The WSDOT contractor, Shamrock Paving, will begin their work on May 28 in the vicinity of Royal Drive (Milepost 3.3) and work toward the Nine Mile area concentrating on sidewalk ramps and utility access adjustments in preparation for paving. The following week, they will work on sidewalk ramps to the east from Royal Drive toward Division. On or around, June 6th, grinding and paving work should get underway in the northern portion of the project, from Royal Drive to the Nine Mile area. As the work continues through June, the contractor will move to the east toward Division Street. To reduce the effects on traffic, the grinding and paving work is only scheduled during evening and overnight hours. Utility company work underway in the vicinity may also affect drivers. Avista Utilities has a major gas line project on Francis Avenue between Monroe and Madison Streets. Their work has Francis Avenue reduced to one lane in each direction, 24 hours a day, seven days a week, through mid-June. This is not a part of the WSDOT paving project. = = = = = = = I-90 Bridge Deck work coming up We have several bridges on Interstate 90 that will be getting some deck rehabilitation. The Paha Interchange on I-90, about four miles west of Ritzville is getting some attention beginning on Tuesday, May 28. Eastbound and westbound drivers should expect slower traffic in this area as the contractor, Mowat Construction, detours traffic around the freeway bridges via the off and on ramps. That short detour will help get the work done in just 10 days. On June 4, the contractor will start on two I-90 freeway bridges just west of the SR 904/Four Lakes Interchange. There's not an easy detour around these, so the crew will work on half of each bridge, reducing I-90 to one through lane in each direction for about a month. There will be a reduced legal speed limit of 60 mph for this project due to the close proximity of the work to passing traffic. = = = = = = = Final work on Sunset Hill The very last item on the I-90/Sunset Hill project in west Spokane is on the schedule. Beginning on or around June 7, the contractor will be installing the permanent, inlaid lane striping and some other minor shoulder items. The work is planned for evening and overnight hours, six nights per week, to reduce the effects on traffic. The project should go until about June 22.

| The Sky This Week, 2013 May 21 -June 4 Posted: 22 May 2013 04:18 PM PDT The Moon waxes in the evening sky this week, passing through the springtime constellations as she sets her sights on Saturn, now rising in the southeast. First Quarter occurs on the 18th at 12:35 am Eastern Daylight Time. Look for Luna between the last of winter's stars on the evenings of the 14th and 15th, when she'll be positioned between the Twin Stars of Gemini, Castor and Pollux, and the bright star Procyon. By the end of the week she cozies up to the bright star Spica in the constellation Virgo, on the evening of the 21st. This is another good week to get to know our nearest neighbor in space as she waxes through the phases around First Quarter. I enjoy observing the Moon in the early evening during twilight since the contrast between her dazzling surface and dark shadows is tempered by the glow of fading dusk. Luna's bright presentation in the telescope eyepiece belies the true nature of her surface, though. Overall the Moon only reflects about7% of the sunlight that strikes her,which means that a typical patch oflunar regolith is about as dark as a charcoal briquette! However, lack of an atmosphere means that the Sun's rays strike the surface full-force. Under these circumstances even a charcoal briquette would look very bright compared to the blackness of space. The landforms that reveal themselves as the terminator line creeps eastward each evening is another testament to Luna's lack ofatmosphere. Countless impacts have left scars of all shapes and sizes scattered across the Moon's face, preserving an era of intense bombardment by "planetessimals" during the formative years of the solar system. Here on Earth many of these objects never made it through our atmosphere, and the remnants of those that did have been ground out of existence by erosion and plate tectonics. Think of this the next time you look at theMoon in a telescope. The features that you see are older than any thatyou'll see on our home planet, and many of them look almost as fresh as the day they were made! Much of the action in the sky over the next couple of weeks will take place in the early evening. Jupiter, which has been doggedly hanging tough in the western twilight sky, will get some reinforcements as theweek passes by. By the weekend you'll want to keep your eyes peeledalong the west-northwest horizon at around 9:00 pm and look for the bright glow of Venus about five degrees above the skyline. Venus will gain about a degree each evening as she sets her sights on Jupiter. By early next week you should also see the fleet planet Mercury just below and to the right of Venus. These three planets will be playing a game of cosmic "tag" over the course of the next several weeks, with the closest grouping occurring right around Memorial Day. This will be one of your best chances to glimpse the elusive Mercury, which never strays very far from the Sun's glare, and it should provide a number of very nicephoto opportunities for sunset and twilight shutterbugs. Saturn now pops into view in the southeastern sky as the last glow of twilight fades about an hour after sunset. By 10:00 pm the ringed planet is reasonably high in the sky for detailed telescopic viewing. Unfortunately his southerlydeclination means that clear views of his subtly banded disc and icy rings are subject to the whims of our atmosphere. Motion of air currents tends to blur the normally razor-sharp edges of the rings, andthe denser air acts as a prism, causing a small amount of spectral dispersion that tinge the planet with blue and red fringes. However, in moments of very steady air the view is always rewarding as the rings snap into sharp view and tiny moons pop out of the surrounding blackness. It's well worth the wait for these magical moments of good"seeing"! These include an increased number of indigenous movements, which also benefited from communications technology, including mobile phones, the Internet and social media; the expansion of their rights after countries signed and recognized crucial international conventions; and an increased number of Government agencies advocating for indigenous issues. At the same time, the report highlights the fact that indigenous women's political inclusion has been a major challenge, since they face the 'triple discrimination' of being female, indigenous and poor. "Even though women have the right to vote and several countries in the region have put in place quotas for women participation in political parties and public offices, indigenous women's political participation – along with their sexual and reproductive health – are crucial issues that still lag behind," it adds. The report examines the region's six countries with highest percentage of indigenous peoples and greatest progress in political participation: Bolivia, Ecuador, Guatemala, Mexico, Nicaragua and Peru. It finds that among Mexico's 500 lower house representatives, 14 are indigenous and four of them are women (2012-2015). In Guatemala, there are 158 seats in parliament, 19 of which are occupied by indigenous peoples, three of them women (2012-2016). Of the total 92 deputies in Nicaragua's National Assembly during 2006-2009, three were indigenous peoples and two of them were women. Among Ecuador's 124 MPs, seven are indigenous and two of them are women (2009-2013.) In Peru, there are 130 parliamentarians and only nine are indigenous peoples, and two of them are women (2011-2016). Bolivia, where indigenous peoples are the majority of the population, 41 of the 130 MPs are indigenous, and only nine of them are women. In Latin America and the Caribbean, there are approximately 50 million indigenous peoples, about 10 per cent of the total population. However, in two countries, Peru and Guatemala, indigenous peoples encompass almost half of the population, and in Bolivia, they are over 60 per cent of the total population. Even though in Mexico indigenous peoples cover only 10 per cent of the total population, Mexico and Peru contain the largest indigenous population in the region: about 11 million people. "Beyond cultural barriers, indigenous peoples own little, often unproductive land, and live below the poverty line, which hinder their political inclusion," said Heraldo Muñoz, UNDP Director for Latin America and the Caribbean. Poverty levels among indigenous peoples have hardly changed, despite Latin America's immense achievements in poverty reduction in recent decades, according to the report. UNMAS established an office in Mali in January and has been advising, training and mentoring Malian and African Union personnel in addressing landmines, unexploded ordnance and improvised explosive devices. Under-Secretary-General for Humanitarian Affairs Valerie Amos, who is currently on a four-day visit to Darfur, said she was disappointed that after 10 years of humanitarian operations, the region is still not self-reliant. Darfur has been in a state of crisis for ten years, and the numbers of people affected have grown steadily during that time. According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), there are now 1.4 million people receiving humanitarian assistance in nearly 100 displacement camps across Darfur. Ms. Amos said that stronger bridges need to be built between humanitarian and development work. However, this has become increasingly difficult as many non-governmental organizations are facing a serious funding shortage and do not have the resources to meet growing humanitarian needs. Over the past six weeks, more than 10,000 internally displaced persons (IDPs) have been registered in Kalma camp, just outside Nyala, the capital of South Darfur. Kalma was already home to an estimated 82,000 people, many of whom had been living there for years. "The humanitarian community needs to think about how it can strengthen its capacity to meet the urgent needs of these people (in Kalma) and the more than 1 million others like them throughout Darfur," said the Head of Office in Sudan for OCHA, Mark Cutts. "Our focus should shift where possible to building resilience among those affected by the conflict." Earlier today Ms. Amos met with internally displaced people at the Zam Zam camp, and held talks with authorities and the head of the joint African Union-United Nations Mission in Darfur (UNAMID) in El Fasher. The 15-member council voted unanimously to extend through 31 May 2014 the work of the UN Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) to support efforts focused on fully restoring constitutional order and medium-term stability in the country recovering from a military coup. This is in line with the suggestions that Secretary-General Ban Ki-moon made in his latest report. Presenting that report to the Council earlier in the month, Jose Ramos Horta, head of UNIOGBIS, said that if appropriate support is given towards more pro-active preventive diplomacy programmes, "Guinea-Bissau could become a shining example of a success story." In today's resolution, the Council requested Mr. Ban to "increase efforts to achieve greater coherence, coordination and efficiency among relevant United Nations agencies, funds and programs in Guinea-Bissau to maximize their collective effectiveness toward combating drug trafficking." The Council also called on Guinea-Bissau authorities "to review, adopt and implement national legislations and mechanisms" to more effectively stem the flow of drugs and illegal funds in and out of the country, particularly through additional support to the Transnational Crime Unit (TCU) established under the West Africa Coast Initiative (WACI). The international community was urged to enhance cooperation with Guinea-Bissau to more effectively ensure control of its air traffic and surveillance of maritime security within its jurisdiction. Among other key points, the Council emphasized the importance of organizing an international pledging conference on the recovery of Guinea-Bissau after the holding of free, fair and transparent elections. According to recommendations in the Secretary-General's report, the first phase of the restoration of constitutional order and stability would culminate in presidential and legislative elections, and focus on creating "a political environment built on confidence and non-interference in the electoral process." Mr. Horta has said he expects elections to be held by November. "At the same time, it would be mistaken, and dangerous, to assume that a resolution of the Palestinian-Israeli conflict is less important. "Now is not the time to relent in our commitment to advancing the prospects for the resumption of meaningful talks towards the realization of a two-State solution. This is the time for concerted action in support of a substantive initiative lest we miss the slight opening that has been offered in recent months." Mr. Serry said he was encouraged by the renewed United States effort and sustained personal engagement of its Secretary of State, John Kerry. Secretary-General Ban Ki-moon has also remained in close contact with the parties and there has been renewed interest by regional stakeholders. In separate conversations last week with Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas, Mr. Ban strongly encouraged the ongoing efforts towards the resumption of peace talks, and expressed his hope that they will lead to a substantial peace initiative soon. Amid efforts to revive the peace process, Mr. Serry stressed the importance for the parties to create the conditions conducive to a resumption of meaningful negotiations and avoid actions that would risk undermining such prospects. "The risk to both sides is clear… it is crucial that both sides reverse negative trends on the ground and restore confidence in each other and in the possibility of a solution." The Special Coordinator said he was troubled by "recent tensions around the sensitive issue of Jerusalem, particularly when it came to restrictions of access to holy sites." He echoed Mr. Ban's call to respect religious freedom for worshippers of all faiths to have access to their holy sites, and called on religious and other leaders to refrain from inflammatory statements. "As the efforts underway to develop a meaningful initiative to achieve the negotiated two-State solution are likely to reach a critical point in the coming weeks, we sincerely hope that the leaders on both sides will demonstrate this time their commitment and realize that this is a moment of opportunity they cannot afford to lose," said Mr. Serry. On Gaza, the envoy warned that the "ceasefire understanding" brokered by Egypt six months earlier had brought a marked improvement during the first three months of its implementation, but that developments over the past three months risked jeopardizing the security and humanitarian improvements made.
