(a) Qualifying condition. The site shall be located such that
expectedmeteorological conditions during repository operation and
closure will not be likely to lead to radionuclide releases to an
unrestricted area greater than those allowable under the requirements
specified in 960.51(a)(1).
(c) Potentially adverse conditions.(1) Prevailing meteorological
conditions such that radioactive emissions from repository operation
of closure could be preferentially transported toward localities in
the vicinity of the repository with higher population densities than
are the average for the region.
(2) History of extreme weather phenomenasuch as hurricanes,
tornadoes, severe floods, or severe and frequent winter stormsthat
could significantly affectrepository operation or closure.

data describing astronomical phenomena, are intended for public
information and general use. The data are computed and are not reports
of observed or recorded events. The computations assume certain
conditions and the data might therefore not be relevant to the facts
at issue in a specific case. The data are provided without sealor
certification regarding authority, custody, or authenticity, and
acceptance by a court is not guaranteed. Astronomical data are
sometimes needed for civil or criminal court proceedings, especially
where there is an issue of the amount of natural illumination
available duringthe incident in question. Both astronomical and
meteorological information may be needed in such cases. observed times
of sunrise, sunset, twilight, or Moon phases - that might be useful
for litigation. Such observations are notregularly made by any agency
of the U.S. government, since the relevant data can be computed
forpast or future dates to sufficient accuracy for all practical
purposes. In this sense, astronomical data is quite different from
weather data, which must be observed and recorded. These kinds of
astronomical computations can usually be performed by any observatory,
