Consistent estimator involving L3 of MADIS E4078

Davis in Weather Display uses a Consistent estimator "Fudge" to
conform to local area in Solar Sensor but if Weather Display is attach
to Acu-Rite USB then the USB becomes a Slave to The Davis use of
estimator which shows up on Acu-Rite MADIS Audit as a L3 "Sensor fails
following checks:
