MAFFS APPROACH AS "RIM FIRE" CLOSE INTO 500,000 ACRES TO YELLOWSTONE 1988 FIRE AS INTO TODAY AS A NATIONAL EMERGENCY

MAFFS MLO is responsible to the Regional or Zone Coordinator. This
position is the liaison for the using agency or agencies and the
military organization supplying MAFFS service. The MLO must be
familiar with the FS Fire &Aviation Management (F&AM) policies and
procedures, and military operational assistance programs.

The MLO will:

Have a working knowledge of the Memorandum of Understanding between
the DOD and USDA-USDI.
Keep current with operational procedures, equipment, and technical changes.
Make initial contact, establishing communication channels with NICC,
Region, Air Force Mission Commander (AFMC), MAFFS Air tanker Base
Manager, Forest Air Officer, Forest FMO, Airport Manager, FAA, IOF,
Forest Dispatch, Military Base Commander, Agency Administrator or
designate, Administrative Staff, or Incident Business Advisor.
Order support personnel.
Order computer support with operator (if host unit cannot provide).
Order copy machine and FAX machine (if host unit cannot provide),
Office Supplies kit, NFES No. 0760, and Logistics Section Kit, NFES
No. 0910.
Review currency and proficiency records of the MAFFS flight crews with AFMC.
Provide/arrange for logistical support within capabilities for
personnel assigned to the MAFFS operation. This includes items such as
meals, housing, transportation, etc. (Lodging and M&IE rates will be
in compliance with the Federal Travel Regulations for all government
employees.)
Check facilities and arrangements for the military crews with the AFMC.
Arrange for a minimum 6,000 pound forklift with long forks (low mast).
Ensure radios are installed in MAFFS aircraft and operational.
Arrange for automotive and/or diesel fuel for support equipment.
Ensure prudent and legal procurement is occurring and that policy and
guidelines found in the Interagency Incident Business Management
Handbook and Agency Manuals and Handbooks are being followed.
Ensure that MAFFS maintenance personnel have been ordered.
Obtain necessary information for daily briefing and brief MAFFS flight
crews on fire status. Include incident air operations personnel if
necessary.
Coordinate activities of the media in MAFFS operating area and supply
necessary information for news releases after coordination with the
AFMC directly through the IOF.
Assure necessary records are kept and sent to host unit upon deactivation.
Estimated MAFFS cost figure of $5,000 per flight hour should be used
in cost computations during ongoing operations. (Note: this is a rough
estimate including support, flight, retardant, and all other
associated costs.)
Estimate of final costs will be determined at end of operation.
Debrief MAFFS flight crews.
Ensure a MAFFS Airtanker Coordinator is available for daily debriefing
of the MAFFS crews. If unable, relay any safety concerns from the AFMC
to the MAFFS Airtanker Coordinator.
Keep NICC and the Region advised of current operation. The MAFFS Daily
Summary will be forwarded to HQ USAF Washington DC//XOOTA// by the
AFMC and to NICC by the MLO.
Report incidents/accidents to NICC.
Prepare a final report.
Brief non-MAFFS personnel on MAFFS Operation.
Team personnel.
Local Administrative Unit.
Complete ICS Form 225, Incident Personnel Rating, for each MLO trainee
and other assigned personnel supervised by the MLO or trainee, prior
to his or her release from an activation. Provide one copy to the
individual and one to the trainee's home unit.
Ensure that "Thank You" letters are prepared.
Brief personnel on fire situation during close out.
A/C dispatch procedures
Overall fire situation.
Flight and Duty Limitations

Flight time will not be planned to exceed a total of 8 hours per day.
A normal duty day for MAFFS operation is limited to 12 hours.
Non-MAFFS operations may be authorized after 12 hours by the AFMC (Air
Force Mission Commander) with the Aircraft Commander's concurrence.
(Reference MCR AFI 11-2C-130, Vol. 3 Chap.26)
Within any 24-hour period, air crews shall have a minimum of 12
consecutive hours off duty immediately prior to the beginning of any
duty day.
Duty includes flight time, ground duty of any kind, and standby or
alert status at any location.
During any 14 consecutive days, aircrews shall be off duty for two
full calendar days. Days off duty need not be consecutive. The
AFMC/MLO will assure this requirement is upheld.
A duty day is any day a flight is made or four hours or more of duty
is performed.
Accident/Incident Reporting Procedures

NICC will be informed immediately by the MLO. NICC will notify the
appropriate CONUS Army, the NAO and the NMLO of all
accidents/incidents.

When a military aircraft being used on an Agency fire incident is
involved in a mishap or incident, the Agency policy on
accident/incident reporting will be followed.
All accidents/incidents will be reported to the Regional Office by the
MLO as soon as possible. (FS-5700-14 SAFECOM Aviation Safety
Communiqué).

Additionally, make an initial report for any accident or incident with
potential to 1-888-4MISHAP (888-464-7472). This task may be delegated
to the Regional Aviation Safety Officer.

The military will be the lead in the accident investigations for their
aircraft. Agency employees will assist in securing the accident site
and facilitating the military accident team investigation. An Agency
may request participation in any accident involving military aircraft
on an Agency incident. Participation may be in a formal or informal
capacity.
The Maffs is a good approach to Fire operations as used in Yellowstone
in 1988 but fell short to the loss of Test in Billings Montana Test to
position and flight operation conflict with Spotter plans over
