And it is no easy task. "Mission start-up is a really difficult time because you're trying to work within a tight timeframe," says Ameerah Haq, the head of the Department of Field Support (DFS). The Department was created by the General Assembly in 2007 to bolster the UN's capacity to "mount and sustain" peacekeeping operations in light of the surge in demand for and increasing complexity of those operations. Currently, it provides support to more than 113,000 personnel serving in 16 UN peacekeeping and political missions, in the areas of finance, logistics, information and communication and technology (ICT), human resources and general administration. Ms. Haq recently returned from the West African nation of Mali, where the UN is in the process of setting up the newly-established UN Multidimensional Integrated Stabilization Mission in Mali, known as MINUSMA. "There are many, many challenges in looking at what the mandate is, how we can respond and determining then how we will operationalize that mandate," she told the UN News Centre today in an interview ahead of this year's International Day of UN Peacekeepers. "There's a military concept of operations. There's a sort of overall strategic framework of the mission. Then we need to take that kind of blueprint and just make the engines run." Northern Mali was occupied by radical Islamists after fighting broke out in January 2012 between Government forces and Tuareg rebels. The conflict uprooted hundreds of thousands of people and prompted the Malian Government to request assistance from France to stop the military advance of extremist groups. While security has greatly improved following the actions of French and African military forces which helped push Islamists and other militants out of the cities they had seized, much remains to be done to restore Mali's constitutional order and territorial integrity. The 12,600-strong MINUSMA, set up by the Council in April, is slated to support the political process in Mali and take over from the African-led mission that is currently there on 1 July. But before then, there are a myriad of activities that need to be completed. "It runs the whole gamut – from establishing contracts that will provide food and water to the troops, looking at their needs for shelter, vehicles, setting up communications, setting up the infrastructure where our planes can land, getting the whole complement of personnel…," said Ms. Haq. The fact that Mali is a landlocked country posed a particular challenge for the UN in getting goods – whether they be food, fuel or other supplies – into the country. She added that the Government of Mali was very welcoming of the UN presence and has agreed to put all the necessary agreements that the UN needs to have with the host country in place. There is also a start-up team in the country. The plan is to set up a headquarters for MINUSMA in the capital, Bamako, as well as establish a presence in Gao and Timbuktu in the north. As part of her visit, Ms. Haq met with representatives of civil society, including women's groups and human rights groups, in Gao, one of the areas most affected by the recent fighting. "There's obviously the expectation that the UN presence will bring some element of stability and that they can get back to their normal lives and go about agriculture and their traditional livelihoods," she said. In addition to helping to restore stability, MINUSMA will also help the Malian authorities implement the transitional roadmap towards the full restoration of constitutional order, democratic governance and national unity. This includes the holding of elections in July, confidence-building and facilitation of reconciliation at the national and local levels. Ms. Haq noted that the mission in Mali reflects the changing nature of UN peacekeeping, which has come to involve more than just monitoring ceasefires and now includes mandates such as protecting civilians and providing a safe and secure environment for the holding of free and fair elections. UN peacekeeping has also been partnering more with regional organizations, particularly with the African Union, in places such as Sudan's Darfur region and in Somalia. They are also increasingly being entrusted with more "robust mandates," said Ms. Haq, such as in Mali and in eastern Democratic Republic of the Congo (DRC), where the UN has just deployed an intervention brigade to tackle the threat of armed groups in the region. Adapting to these new challenges is the focus of this year's International Day of Peacekeepers, which is observed annually on 29 May. On this day, the UN pays tribute to all the men and women who have served either as military, police or civilians and continue to serve in UN peacekeeping operations for their high level of professionalism, dedication and courage and to honour the memory of those who have lost their lives in the cause of peace. Throughout the seminar, country representatives will focus on the role of the UN Special Committee on Decolonization in advancing the UN decolonization process. The committee, known formally as the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, was set up two years after the adoption of the Declaration by the General Assembly. The Declaration affirmed the right of all people to self-determination and proclaimed that colonialism should be brought to a speedy and unconditional end. It states that the subjection of peoples to alien subjugation, domination and exploitation constitutes a denial of fundamental human rights, contravenes the UN Charter and impedes the promotion of world peace and cooperation. More than 80 former colonies, comprising some 750 million people, have gained independence since the creation of the UN. The 16 remaining Non-Self-Governing Territories are home to nearly two million people. "Enhanced dialogue and communication among the Special Committee, the elected representatives of the Non-Self-Governing Territories and the administering Powers are essential," Mr. Ban said in his remarks. "The latest fighting on the outskirts of Goma shows how fragile the situation is in North Kivu," Assistant Secretary-General for Humanitarian Affairs Kyung-wha Kang said from strife-torn Goma, on the second day of her visit to the region. "The immense suffering of the people in North Kivu and other parts of the DRC where violence continues has gone on for too long. Ms. Kang met with displaced people at Sotraki, a site near Goma, were some 3,000 people have sought refuge since fighting once again erupted between the Congolese Army (known as the FARDC) and the 23 March Movement (M23) armed rebels. These newly-displaced people are the latest victims of a complex and protracted humanitarian crisis in eastern DRC that has taken countless lives and uprooted more than 3 million people. While in Goma last week, Secretary-General Ban Ki-moon urged all the leaders of Africa's Great Lakes region to throw their support behind a recently-signed peace accord which aims to ensure security, as well as development, for the long-troubled country. "Respect for human rights and the rule of law are essential to transform the effects of economic development into social change leading to a democratic society, lasting peace and security and the well-being of all who live in Turkmenistan," Assistant Secretary-General for Human Rights Ivan Šimonovic said in a <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13361&LangID=E">statement at the end of his two-day visit to the Central Asian nation. "Some significant laws have been adopted or amended. However, a lot more work is needed to complete this process and to ensure practice is in line with international standards." He noted, for example, that criminal legislation was amended, defining the crime of torture and exclusion of evidence obtained through torture. However, there have been no cases of application of the exclusion provision in court proceedings, nor have there been any criminal prosecutions for torture. Also, the Prosecutor General's Office is in charge of monitoring all places of deprivation of liberty. "However, I was informed that it has not received any cases alleging torture from detainees or their lawyers, nor has it initiated an investigation of possible cases ex officio. "This illustrates the need for independent monitoring of detention facilities in line with the Optional Protocol to the Convention against Torture," he stated. Mr. Šimonovic, who visited the country from 24 to 25 May, also noted that his discussions with the Ministry of Justice, the Supreme Court and the Prosecutor General's Office led him to conclude that "there is no independence of the judiciary" and that court proceedings are still subject to an oversight of legality by the Office of the Prosecutor General. "Without the appointment and promotion of judges in accordance with the internationally recognized principles of merit and separation of power, there will be no guarantees of their impartiality and independence," he stated. Among the issues he raised in his meetings was the representation and participation of women in public life, in particular in law enforcement bodies. "I understand that there are a few women police officers but no female prosecutors at all," he said. "Empowerment of women and their inclusion in the justice system is a prerequisite for fighting discrimination and domestic violence." He also discussed human trafficking, juvenile justice, health, HIV/AIDS, education, human rights and counter-terrorism, enforced disappearances, as well as the situation of vulnerable groups such as persons with disabilities, refugees, asylum-seekers and stateless persons. Presenting her annual report at the UN Human Rights Council in Geneva, the United Nations Special Rapporteur on extreme poverty and human rights, Magdalena Sepúlveda, <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13369&LangID=E">urged world Governments to enable persons living in poverty to participate in the crucial decisions that affect their lives. "The right to participation is strongly linked with empowerment, which is a key human rights goal and principle," she told the Council. "It allows those living in poverty to see themselves as full members of society and autonomous agents rather than subjects of decisions taken by others who see them as objects of assistance or mere statistics." Ms. Sepúlveda called on States to go beyond the view of participation as "a formulaic bureaucratic exercise" and see it, instead, as a necessary mechanism to "break the cycle of material deprivation and disempowerment." "Participation provides an opportunity for people living in poverty to be active agents of their own destiny; a chance to speak out against and challenge injustice, discrimination and stigma," she continued. "Meaningful participation can build skills, knowledge and confidence and play an important role in breaking down entrenched inequality and hierarchies." In her report, Ms. Sepúlveda outlines the practical actions to be adopted by States to support and enable meaningful, active participation for people living in poverty, as dictated by human rights law, norms and principles such as non-discrimination and equality, accountability and access to information. Among its many recommendations, the report urges Governments to allocate sufficient resources to support the participation of people living in poverty in any decision-making process that affects their rights, including earmarked funds to compensate participants for opportunity costs such as travel and to provide on-site childcare while also improving communications infrastructures and extending them to rural and poor communities. "Ultimately, this will benefit society as a whole, building trust, solidarity and social cohesion, and bringing new issues and voices into the public arena," Ms. Sepúlveda concluded. Independent experts, or special rapporteurs, are appointed by the Geneva-based Council to examine and report back on a country situation or a specific human rights theme. "Within EU institutional and policy structures, migration and border control have been increasingly integrated into security frameworks that emphasize policing, defence and criminality over a rights-based approach," the Special Rapporteur on the human rights of migrants François, Crépeau, <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13368&LangID=E">told the UN Human Rights Council in Geneva. "I regret that within the EU policy context, irregular migration remains largely viewed as a security concern that must be stopped," Mr. Crépeau said. "This is fundamentally at odds with a human rights approach, concerning the conceptualization of migrants as individuals and equal holders of human rights.'' Mr. Crépeau undertook a one-year study to examine the rights of migrants in the Euro-Mediterranean region, focusing in particular on the management of the external borders of the EU in key transit countries – namely Turkey and Tunisia – as well as two of the main entry points, Greece and Italy. The Special Rapporteur stressed that, "the systematic detention of irregular migrants has come to be viewed as a legitimate tool in the context of EU migration management, despite the lack of any evidence that detention serves as a deterrent." He called on EU authorities to address factors that address irregular immigration in Europe, such as the demand for a seasonal, low-skilled, easily exploitable workforce, and instead open up more regular immigration channels, including for low-skilled workers, that more accurately reflect the labour needs of the EU. In his report to the Council, Mr. Crépeau also said there has been an 'externalization' of border control, through which countries of departure or transit bear all the responsibility for preventing irregular migration, and underlined that the EU must share this responsibility among its Member States. Mr. Crépeau is among a host of Special Rapporteurs presenting their annual thematic reports during dialogues with the Human Rights Council. That body's 23rd session opened yesterday and will run through June 14th.
