According to Reporters Without Borders, Mr. Chanjabo had been violently attacked six months ago, and, just before his disappearance, had been beaten in a bar by an unidentified person who criticized the content his programmes. Regarding land reform, Mr. Subedi pointed out that two of his recommendations -- a moratorium on economic land concessions and more speedy land titling -- were moving forward. The current land titling programme, he said, "is a unique opportunity to address the tenure security of many families, including those excluded from this and previous titling efforts, and those in conflict with more powerful individuals and private sector interests." However, he stressed that further implementation of the existing framework on land rights and strengthening of land management institutions is necessary for gains to be sustainable. Recommendations on electoral reform are also being considered, and Mr. Subedi urged all parties and the National Election Committee to ensure free, fair and peaceful elections in the upcoming national elections in July. "All sides should play by the rules, demonstrate maturity in debate, and not engage in insulting games. All sides must be able to play on a level playing field," he said. The independent expert also expressed concern at the restrictions of freedom of expression in the country, and impunity for a long list of crimes for which no one has been brought to justice. "I urge the Government to expedite its investigation of such cases and bring to justice the perpetrators," Mr. Subedi said. During his visit, Mr. Subedi met with Government officials, as well as members of the National Assembly and the judiciary. He is also held meetings with human rights defenders, representatives from civil society organizations and communities as well as the donor community. Special rapporteurs are appointed by the Human Rights Council to examine and report back on a country situation or a specific human rights theme. Ms. Pillay noted that the team dispatched by her Office in March to monitor the situation in Syria and in neighbouring countries has received information suggesting the Syrian Government continues to us indiscriminate force in residential areas, and that anti-Government forces are also committing human rights violations. "I am extremely concerned at current reports suggesting that hundreds of civilians have been killed or injured, and thousands may remain trapped, by indiscriminate shelling and aerial attacks by Government forces in Al Qusayr. Safe passage must be given to any civilians wishing to leave," she said. "Wanton human rights violations are also being committed by anti-Government groups. Accounts gathered by our monitoring team suggest that armed groups have apparently used civilians as human shields, and that abductions are increasing. The accounts include allegations that certain opposition groups have forced young women and minor girls to marry combatants. And we continue to receive reports of anti-Government groups committing gruesome crimes such as torture and extrajudicial executions." Ms. Pillay urged the Security Council to refer the Syrian crisis to the International Criminal Court, emphasizing that war crimes committed by all parties cannot go unpunished. "We must make it clear to both the Government and the armed opposition groups that there will be consequences for those responsible. And the world must take action to end this terrible conflict," she said. "One out of three people in Syria today needs international aid. Yet the international community seems unable to make a strong commitment to resolving the crisis. As part of President Obama's all-of-the-above energy strategy to continue to expand domestic energy production, Secretary of the Interior Ken Salazar approved two solar energy projects in California. Secretary Salazar made the announcement on Wednesday in San Francisco with California Governor Edmund G. A highlight of the two-day meeting was a field tour in the upper Mattole River watershed, where BLM partners are working on restoration projects. Partners including the BLM are working to improve conditions in the Mattole River, including late season flows. The selection was announced by Salvatore Lauro, the BLM's director of the office of law enforcement and security. Von Helf was recognized for his efforts building multi-agency working relationships, serving as a field training officer, and participating as a member of the BLM's ceremonial honor guard. RENEWABLE ENERGY "BLM Announces Amendment to Tule Wind Project Record of Decision" (BLM, 3/08/13) The Bureau of Land Management announced an amendment to the Record of Decision (ROD) issued for the Tule Wind Project on December 19, 2011. The project is located in southeastern San Diego, California. (East County Magazine, 3/9/13) Industrial-scale energy projects on Bureau of Land Management lands are pushed through by energy companies touting jobs and economic booms to communities. Not mentioned is the potential loss of tourism revenues if people stop coming to recreational areas that are visually blighted. Domestic oil production has soared due to the combination of horizontal drilling and hydraulic fracturing, better known as fracking. And despite environmentalists' misgivings, Salazar insisted fracking can be done safely. A study tries to quantify the potential economic benefits. Inspections reviewed had few or no comments in the AFMSS database. The Bureau of Land Management periodically gathers the horses off the range and sells them at auction - theoretically to those who want to adopt them. The American Wild Horse Preservation Campaign and the Humane Society of the United States had opposed rounding up the horses, which local residents said they had been watching and enjoying through generations of the animals. BLM Manager in Bishop, Bernadette Lovato, said, "We have several ongoing investigations regarding people collecting artifacts." The same law that applied to the theft of petroglyphs applies to the theft of any item 50 years old or older. It's been almost 100 years since William Mulholland stood atop an aqueduct along the Owens River and said, "There it is, take it." He was referring to a diversion channel that started piping water to Los Angeles from 200 miles away. That water allowed L.A. to become the metropolis it is today. But it also meant that the Owens River no longer flowed into the massive Owens Lake, which quickly dried up and became one of the biggest environmental disasters in the nation. Recreational shooters had visited the site, which is at the end of an unmaintained dirt extension of Pauba Road south of Highway 79, believing it to be federal Bureau of Land Management property. But after recent reports of trash and noise at the site, authorities investigated the ownership and learned the property actually belongs to the nearby Dorland Mountain Arts Colony.
