In March, the four major political parties signed an agreement which appointed the country's chief justice to head the government that will oversee the holding of Constituent Assembly elections, effectively ending the political stalemate that began late last year. The agreement has mandated that elections be held by 21 June or mid-December 2013 at the latest. "The Secretary-General expresses the continuing commitment of the United Nations to work closely with Nepal in support of the peace process," the statement said. Nepal has been plagued by political disputes since a civil war between Government forces and Maoists formally ended in 2007 and the monarchy was abolished. The UN has closely supported Nepal's peace process, having had a political mission in the country from 2007 until 2011. There have been important achievements in the peace process, including the completion of the discharge and integration process of the ex-Maoist army, the successful and largely peaceful elections in 2008, the removal of all minefields, and a smooth transition to a Republic. There are already over 1.5 million Syrian refugees in Lebanon, Jordan, Turkey and Iraq, according to the UN High Commissioner for Refugees (UNHCR). With the violence worsening inside Syria, the agency expects that more people will continue to seek safety in neighbouring countries. While commending the Governments of neighbouring countries for hosting so many people, UNHCR <"http://www.unhcr.org/519f40b79.html">voiced concern about reports that many Syrians trying to flee might be stuck at the border in extremely dangerous areas. "We are also disturbed by accounts indicating there may be restrictions imposed on those wishing to leave Syria," UNHCR spokesperson Melissa Fleming told reporters in Geneva. "We call on all parties to protect civilians and allow safe passage for those wishing to flee." UNHCR fully acknowledged the legitimate concerns of neighbouring countries, but it is essential that civilians fleeing violence have access to safety under all circumstances also in accordance to international law, Ms. Fleming said. "At the same time, it is critical that the international community provides urgent and robust support to refugee hosting countries and humanitarian operations to enable them to continue to receive and address the growing needs of Syrian refugees. These countries should not be left to shoulder the burden alone," she stated. "We therefore also encourage all countries, not just those bordering Syria, to keep their borders open to offer protection to Syrian refugees." The spokesperson added that UNHCR and its partners are stepping up efforts and appealing for new funds to support the refugee population with a full range of life-saving and life-sustaining assistance. The refugees are among the 8.3 million people now in need of humanitarian assistance as a result of the conflict in Syria, where over 70,000 civilians have lost their lives since the uprising seeking to oust President Bashar Al-Assad began in March 2011. UN agencies and their partners are continuing to assist the 6.8 million in need inside Syria. In Geneva, agencies voiced their concern about the plight of civilians trying to flee the besieged city of Al-Qusayr. Ms. Fleming said refugees were telling UNHCR that the city was virtually cordoned off and was impossible to flee. Some said the city was empty, while others said all civilians had moved to one neighbourhood of the city and were pretty much trapped. Meanwhile, the UN World Food Programme (WFP) said it assisted 1,000 families displaced from Al-Qusayr this week with food rations for one month, including rice, sugar, vegetable oil and lentils. Those families had reached the town of Hesieh at night on foot with only the clothes on their backs. They were sheltering in two schools, tents or with local families. "These people have been under siege inside Al-Qusayr for months and this is the first time WFP has been able to reach them," spokesperson Elisabeth Byrs told reporters. The agency estimated that around 500 families remained in Hesieh while others had fled to Damascus or sought refuge in Lebanon or Jordan. Working with the UN Children's Fund (UNICEF), WFP is also providing a specialized peanut-based nutrition product known as Plumpy'doz to prevent and combat child malnutrition in Syria. The supplementary feeding programme is expected to reach 50,000 displaced children living in public shelters and will then expand to reach up to 100,000 vulnerable children between the ages of 6 months to 36 months through health centres. Children in shelters in a number of cities around Syria have already received the product. The UN experts praised the Government for integrating gender equality throughout its policy making, but noted that "persistent gaps" remain on employment and gender based violence, "In both these areas, implementation of laws is lacking and women do not have sufficient trust in the system to seek redress for violations of their rights." Despite the fact that an act on equal pay for equal work has been in force since 1961, the gender pay gap still persists, noted human rights expert Frances Raday, the other member of the Group's eight-day delegation visiting Iceland. "The gender pay gap cannot be divorced from the highly segregated job market in Iceland," Ms. Raday stressed. "Women's work is concentrated in public service jobs, most prominently nursing and elementary teaching, both notably low paid. Women hold a low percentage of leadership positions, especially in the private sector." Regarding the issue of Gender-based violence, the experts highlighted that there is no specific and separate provision targeting domestic violence in the Penal Code. In addition, the Working Group noted that disparities between the number of prosecutions and convictions related to the UN Committee on the Elimination of Discrimination against Women have not been addressed sufficiently. The Working Group also encouraged the Icelandic authorities to pass an anti-discrimination bill and to provide adequate support for organizations which enable persons of foreign origin, particularly women, to participate fully in economic, social, public and political life. During its eight-day mission, the Group's delegation met with Government officials at national and local levels, representatives of civil society organisations, as well as experts and academics and other stakeholders in Reykjavík, Akureyri and Dalvík. Special rapporteurs are appointed by the Human Rights Council to examine and report back on a country situation or a specific human rights theme. The Policy said that the publication of the procedural guidelines for the use of force in counter-terrorism operations is "a significant step towards increased transparency and accountability. It also disposes of a number of myths, including the suggestion that the US is entitled to regard all military-aged males as combatants, and therefore as legitimate targets." He added that he will be engaging with senior US officials in Washington D.C. over the coming days and weeks in an effort "to put some flesh on the bones of the announcements made." In March 2011, Japan was struck by a 9.0-magnitude earthquake and forceful tsunami that killed more than 20,000 people in the eastern part of the country. The tsunami also slammed into the Fukushima Daiichi nuclear power station, disabling cooling systems and leading to fuel meltdowns in three of the six units. The incident was reported to be the worst nuclear accident since the 1986 Chernobyl disaster. The report, which is available to the public online, acknowledges Japan's accomplishments since the incident and provides advice on a range of issues, including overall strategy and planning, stakeholder involvement, and the management of reactor fuel. Thirteen IAEA experts visited Japan in April, and met in Tokyo, the capital, with officials from the Ministry of Economy, Trade and Industry and the Tokyo Electric Power Company. The team also visited the nuclear accident site to gain first-hand information about conditions at the plant. "I hope that Japan will benefit from our mission, and also that nuclear operators around the world can learn important lessons from the Fukushima Daiichi accident," Mr. Lentijo said. He added that the Office of the High Commissioner for Human Rights (OHCHR) recalls "States' obligations to prosecute those responsible for genocide, war crimes and crimes against humanity" and that it hopes "this extremely important trial will be decided on its merits." Mr. Ríos Montt was sentenced on 10 May to 80 years for his leading role in the killing of 1,771 people during his time in office between 1982 and 1983, as well as for the forced displacement, starvation, torture, and systematic rape and sexual assault that were deliberately inflicted on Guatemala's Mayan Ixil communities. A three-judge panel concluded that Mr. Ríos Montt had ordered the plans that led to the genocide, had full knowledge of the atrocities committed, and did nothing to stop them despite having the power to do so. In all, some 200,000 people – over 80 per cent of them of indigenous Mayan origin – were killed during the 36-year-long civil war, but the period of Ríos Montt's rule is considered one of the bloodiest in the conflict. The conviction was welcomed by UN High Commissioner Navi Pillay, who hailed Guatemala for making history by becoming the first country in the world to convict a former head of State for genocide in its own national court. The <i><"http://www.wfp.org/content/state-school-feeding-worldwide-2013">State of School Feeding Worldwide</i> report, produced by WFP, provides a global analysis of school feeding programmes in developed and developing nations, as well as data on how governments use school meals as a safety net in times of crisis. According to WFP, around 368 million children – about one in five – get a meal at school every day in 169 developing and developed countries. However, despite the global nature of school feeding, the coverage of these programmes is lowest where they are most needed. In low-income countries, only 18 per cent receive a daily meal at school, compared to nearly 49 per cent of children in middle-income countries. Global investment in these programmes is about $75 billion, with most coming from government budgets. While these may seem like a large investment, the benefits are even greater as the report states that for every $1 spent by government and donors at least $3 is gained in economic returns. Over the past five years, at least 38 countries have scaled up their school feeding programmes in response to a crisis, whether related to food prices, conflict, natural disaster or financial volatility. "During the food and fuel crises in 2008 many Governments struggled to protect the most vulnerable from hunger and looked to school meals to achieve that. In the current recession, even wealthy nations are examining how school meals can prevent families sliding deeper into poverty and hunger," said the report's lead author Carmen Burbano. WFP has been operating school meals programmes in developing countries for almost 50 years. In 2012, the agency provided meals or nutritious snacks in school for 24.7 million children in 63 countries, including take-home rations for 1.3 million girls and 500,000 boys – providing an incentive for poor families to keep their children in class, rather than pull them out to work in the fields, in factories or in the home. The joint visit to the region by Mr. Ban and Mr. Kim is symbolic of the international community's support for the new peace deal. The World Bank Group had announced $1 billion in proposed new funding to help countries in the Great Lakes provide better health and education services, generate more cross-border trade, and fund hydroelectricity projects in support of the peace deal. The UN-brokered Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region, which was signed in February by 11 African leaders including Rwanda and Uganda, aims to end the cycles of conflict and crisis in the eastern DRC – where, in the most recent hostilities, rebels from the 23 March Movement (M23) have been clashing with the DRC national armed forces (FARDC) – and to build peace in wider region. It is "the best chance for peace in many years," Mr. Ban has said. "I am appealing to all leaders to play their part in implementing it and meeting their commitments." Mr. Ban and Rwandan President Paul Kagame are due to arrive on Sunday in Addis Ababa for the first of the regional oversight mechanism meetings. The meeting coincides with the 50th anniversary of the Organisation of African Unity (OAU), now the African Union. While meeting with President Kagame last night, Mr. Ban presented him with the result of the Rwanda post-2015 consultations. He praised the country for being a "pioneer" in green economy and in helping to define the sustainable development priorities once the current Millennium Development Goals (MDGs) reach their target date of 2015. The Special Rapporteur stressed that one worrying trend lies in "over-emphasizing cultural differences, including linguistic differences, to justify practices amounting to segregation of people based on their ethno-national affiliation, in particular in the field of education." The population of Bosnia and Herzegovina is predominantly divided among three <i>constituent peoples</i>, or ethnic groups – Bosniaks, Serbs and Croats. She urged all levels of Government to maximize the opportunities for people to engage in culture, sports, science and arts, and to have access to "neutral spaces where politics and ethno-national affiliations do not interfere." "A dynamic, pluralistic and inclusive culture is central to reconciliation and it is most certainly the way forward, in terms of both peace and economic development for Bosnia and Herzegovina," said the expert. "Caste-based discrimination remains widespread and deeply rooted, its victims face structural discrimination, marginalization and systematic exclusion, and the level of impunity is very high," the group of experts <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13352&LangID=E">said. "This form of discrimination entails gross and wide-ranging human rights abuses – including brutal forms of violence." People who are considered of low caste in South Asia are known as 'Dalits' or 'untouchables.' In many countries, they face marginalization, social and economic exclusion, segregation in housing, limited access to basic services including water and sanitation and employment, and work in conditions similar to slavery. The experts said that Dalit women and girls are particularly vulnerable and face multiple forms of discrimination and violence, including sexual abuse. Children are also at high risk of being sold and sexually exploited. Two years ago, Nepal adopted the 'Caste-based Discrimination and Untouchability Bill', a landmark law that protects the rights of Dalits. More recently, the British Government decided in April that the Equality Act would cover caste discrimination to protect Dalits in diaspora communities. While these are positive steps to eliminate caste-based discrimination, the experts expressed concern about a serious lack of implementation in countries where legislation already exists, and called for the effective application of laws, policies and programmes protecting those affected by this type of discrimination. "We urge other caste-affected States to adopt legislation to prevent caste-based discrimination and violence and punish perpetrators of such crimes, and call on world governments to endorse and implement the <"http://www.ohchr.org/Documents/HRBodies/HRCouncil/RegularSession/Session11/A-HRC-11-CRP3.pdf">UN Draft Principles and Guidelines for the Effective Elimination of Discrimination Based on Work and Descent," the experts said. "Political leadership, targeted action and adequate resources should be devoted to resolving the long-standing problems, discrimination and exclusion faced by Dalits and similarly affected communities in the world." The experts also expressed their hope that the post-2015 development agenda will include specific goals for the advancement of Dalits, stressing that caste-based discrimination is a major structural factor underlying poverty.
