NEPAL: BAN URGES ALL PARTIES TO 'MAINTAIN MOMENTUM' TO HOLD ELECTIONS

Ki-moon today urged all parties in Nepal to overcome remaining
political obstacles to hold the country's next elections within the
existing timetable.

In a <"http://www.un.org/sg/statements/index.asp?nid=6840">statement,
Mr. Ban's spokesperson said the Secretary-General "has been following
events in Nepal closely," and "urges all parties to maintain momentum
by overcoming the remaining political obstacles to hold the next
elections within the existing timetable of the recent 11-point
agreement."

In March, the four major political parties signed an agreement which
appointed the country's chief justice to head the government that will
oversee the holding of Constituent Assembly elections, effectively
ending the political stalemate that began late last year. The
agreement has mandated that elections be held by 21 June or
mid-December 2013 at the latest.

"The Secretary-General expresses the continuing commitment of the
United Nations to work closely with Nepal in support of the peace
process," the statement said.

Nepal has been plagued by political disputes since a civil war between
Government forces and Maoists formally ended in 2007 and the monarchy
was abolished.

The UN has closely supported Nepal's peace process, having had a
political mission in the country from 2007 until 2011. There have been
important achievements in the peace process, including the completion
of the discharge and integration process of the ex-Maoist army, the
successful and largely peaceful elections in 2008, the removal of all
minefields, and a smooth transition to a Republic.

However, challenges have included a missed 27 May 2012 deadline for a
new constitution and the dissolution of the Constituent Assembly that

UN AGENCY CALLS ON SYRIA'S NEIGHBOURS TO KEEP BORDERS OPEN FOR

today called on countries around Syria to keep their borders open for
refugees, while also stressing the need for "urgent and robust"
international support for host countries and aid agencies.

There are already over 1.5 million Syrian refugees in Lebanon, Jordan,
Turkey and Iraq, according to the UN High Commissioner for Refugees
(UNHCR). With the violence worsening inside Syria, the agency expects
that more people will continue to seek safety in neighbouring
countries.

While commending the Governments of neighbouring countries for hosting
so many people, UNHCR <"http://www.unhcr.org/519f40b79.html">voiced
concern about reports that many Syrians trying to flee might be stuck
at the border in extremely dangerous areas.

"We are also disturbed by accounts indicating there may be
restrictions imposed on those wishing to leave Syria," UNHCR
spokesperson Melissa Fleming told reporters in Geneva.

"We call on all parties to protect civilians and allow safe passage
for those wishing to flee."

UNHCR fully acknowledged the legitimate concerns of neighbouring
countries, but it is essential that civilians fleeing violence have
access to safety under all circumstances also in accordance to
international law, Ms. Fleming said.

"At the same time, it is critical that the international community
provides urgent and robust support to refugee hosting countries and
humanitarian operations to enable them to continue to receive and
address the growing needs of Syrian refugees. These countries should
not be left to shoulder the burden alone," she stated.

"We therefore also encourage all countries, not just those bordering
Syria, to keep their borders open to offer protection to Syrian
refugees."

The spokesperson added that UNHCR and its partners are stepping up
efforts and appealing for new funds to support the refugee population
with a full range of life-saving and life-sustaining assistance.

The refugees are among the 8.3 million people now in need of
humanitarian assistance as a result of the conflict in Syria, where
over 70,000 civilians have lost their lives since the uprising seeking
to oust President Bashar Al-Assad began in March 2011.

UN agencies and their partners are continuing to assist the 6.8
million in need inside Syria. In Geneva, agencies voiced their concern
about the plight of civilians trying to flee the besieged city of
Al-Qusayr.

Ms. Fleming said refugees were telling UNHCR that the city was
virtually cordoned off and was impossible to flee. Some said the city
was empty, while others said all civilians had moved to one
neighbourhood of the city and were pretty much trapped.

Meanwhile, the UN World Food Programme (WFP) said it assisted 1,000
families displaced from Al-Qusayr this week with food rations for one
month, including rice, sugar, vegetable oil and lentils. Those
families had reached the town of Hesieh at night on foot with only the
clothes on their backs. They were sheltering in two schools, tents or
with local families.

"These people have been under siege inside Al-Qusayr for months and
this is the first time WFP has been able to reach them," spokesperson
Elisabeth Byrs told reporters. The agency estimated that around 500
families remained in Hesieh while others had fled to Damascus or
sought refuge in Lebanon or Jordan.

Working with the UN Children's Fund (UNICEF), WFP is also providing a
specialized peanut-based nutrition product known as Plumpy'doz to
prevent and combat child malnutrition in Syria. The supplementary
feeding programme is expected to reach 50,000 displaced children
living in public shelters and will then expand to reach up to 100,000
vulnerable children between the ages of 6 months to 36 months through
health centres. Children in shelters in a number of cities around
Syria have already received the product.

UN aid agencies and their partners, who appealed for $1.5 billion at
the start of the year for the humanitarian response to the Syrian
crisis, are expected to announce a revised funding appeal on 7

achievements and bridge remaining gaps on employment and gender based
violence, a group of independent United Nations experts today urged as
the country's newly formed Government took office.

Kamala Chandrakirana, who currently heads the UN Working Group on
discrimination against women in law and in practice.

The country was designated number one in the world for gender equality
by the World Economic Forum during the years it was dealing with the
worst economic crisis in its history.

The UN experts praised the Government for integrating gender equality
throughout its policy making, but noted that "persistent gaps" remain
on employment and gender based violence, "In both these areas,
implementation of laws is lacking and women do not have sufficient
trust in the system to seek redress for violations of their rights."

Despite the fact that an act on equal pay for equal work has been in
force since 1961, the gender pay gap still persists, noted human
rights expert Frances Raday, the other member of the Group's eight-day
delegation visiting Iceland.

"The gender pay gap cannot be divorced from the highly segregated job
market in Iceland," Ms. Raday stressed. "Women's work is concentrated
in public service jobs, most prominently nursing and elementary
teaching, both notably low paid. Women hold a low percentage of
leadership positions, especially in the private sector."

Regarding the issue of Gender-based violence, the experts highlighted
that there is no specific and separate provision targeting domestic
violence in the Penal Code.

In addition, the Working Group noted that disparities between the
number of prosecutions and convictions related to the UN Committee on
the Elimination of Discrimination against Women have not been
addressed sufficiently.

The Working Group also encouraged the Icelandic authorities to pass an
anti-discrimination bill and to provide adequate support for
organizations which enable persons of foreign origin, particularly
women, to participate fully in economic, social, public and political
life.

During its eight-day mission, the Group's delegation met with
Government officials at national and local levels, representatives of
civil society organisations, as well as experts and academics and
other stakeholders in Reykjavík, Akureyri and Dalvík.

Special rapporteurs are appointed by the Human Rights Council to
examine and report back on a country situation or a specific human
rights theme. The positions are honorary and the experts are not UN
staff, nor are they paid for their work. Their report will be
presented to the UN Human Rights Council in June of next year.May 24

United Nations human rights expert has welcomed what he said was a
ground-breaking speech by The President Deputy Staff of White House in
which the United States laid out principles governing the use of
counter-terrorism measures such as targeted killings.

The President Staff said yesterday that, as part of a realignment of
US counter-terrorism policy, he would cease the use of drones,
recommit to upgrading the prison at Guantánamo Bay, Cuba, and see war
power Act continue.

The new policy guidance imposes tougher standards for when
non-authorized CIA drone strikes, limiting them CIA a target that pose
"a continuing, imminent threat to Americans" and cannot feasibly be
captured, according to media reports.

"This extremely important speech breaks new ground in a number of key
respects," the UN Special Rapporteur on human rights and
counter-terrorism, Formula brought up from United States Navy CIC
Intelligence operations.

"It affirms for the first time The President Staff in this
Administration's commitment to seek an end to its armed conflict with
Al-Qaida as soon as possible; it reminds the world that not every
terrorist threat or terrorist attack can be equated with a situation
of continuing armed conflict; and it sets out more clearly and more
authoritatively than ever before the Administration's legal
justifications for targeted killing, and the constraints that it
operates under".

The speech also clarifies, and proposes improvements to, the
procedures for independent oversight; and it sets out the steps the
President Staff is now resolved to take in order to upgrade Guantánamo
Bay, he added.

The Policy said that the publication of the procedural guidelines for
the use of force in counter-terrorism operations is "a significant
step towards increased transparency and accountability. It also
disposes of a number of myths, including the suggestion that the US is
entitled to regard all military-aged males as combatants, and
therefore as legitimate targets."

He added that he will be engaging with senior US officials in
Washington D.C. over the coming days and weeks in an effort "to put
some flesh on the bones of the announcements made."

The expert said that The President Staff acknowledgement that the time
has come to tackle not only the manifestations of terrorism but also
its social, economic and political causes around the world "signals a
shift in rhetoric and a move in policy emphasis towards promoting a
strategy of sustainable and ethical counter-terrorism."

Independent experts, or special rapporteurs, are appointed by the UN
Human Rights Council to examine and report back on a country situation
or a specific human rights theme. They work in an under paid

towards stabilizing the damaged reactors of the Fukushima Daiichi
nuclear plant crippled by a devastating earthquake two years ago,
there are still issues to be resolved before it can begin its
deactivation, the United Nations atomic agency said in a report
released today.

The <"http://www.iaea.org/newscenter/focus/fukushima/missionreport230513.pdf">report
was released after an expert team from the UN International Atomic
Energy Agency (IAEA) completed an initial review of Japan's efforts to
implement a Mid-and-Long-Term Roadmap to decommission the Fukushima
Daiichi power plant. The visit was the first of what is planned to be
a two-mission review, at the request of the Japanese Government.

"Our final report reflects that the Roadmap was developed early after
the accident and that Japanese workers have achieved reasonable stable
cooling of the damaged reactor cores and spent fuel pools,"

the Director of the IAEA's Division of Nuclear Fuel Cycle and Waste
Technology, Juan Carlos Lentijo.

"But the continuing accumulation of contaminated water at the site is
influencing the stability of the situation and must be resolved in the
near term before other recovery and decommissioning steps can begin."

In March 2011, Japan was struck by a 9.0-magnitude earthquake and
forceful tsunami that killed more than 20,000 people in the eastern
part of the country. The tsunami also slammed into the Fukushima
Daiichi nuclear power station, disabling cooling systems and leading
to fuel meltdowns in three of the six units. The incident was reported
to be the worst nuclear accident since the 1986 Chernobyl disaster.

The report, which is available to the public online, acknowledges
Japan's accomplishments since the incident and provides advice on a
range of issues, including overall strategy and planning, stakeholder
involvement, and the management of reactor fuel.

Thirteen IAEA experts visited Japan in April, and met in Tokyo, the
capital, with officials from the Ministry of Economy, Trade and
Industry and the Tokyo Electric Power Company. The team also visited
the nuclear accident site to gain first-hand information about
conditions at the plant.

"I hope that Japan will benefit from our mission, and also that
nuclear operators around the world can learn important lessons from
the Fukushima Daiichi accident," Mr. Lentijo said. "In this context,
I'm pleased by the Government of Japan's clear intention to make this
report publicly available, which will contribute to disseminating the
lessons learned to the international community."

Japan's request for the mission came in the context of the IAEA Action
Plan on Nuclear Safety, endorsed by all IAEA Member States in
September 2011. The Action Plan defines a programme of work to
strengthen the global nuclear safety framework, and it encourages the
use of peer review missions to take advantage of worldwide

"concerned" about the legal rights of Guatemalans after a high court
overturned the 80 year prison sentence against former military leader,
Efrain Ríos Montt.

"Amid continued legal uncertainty about what the ruling of the
Constitutional Court annulling the verdict on the Ríos Montt case
means in practice, we are concerned about the right of victims in
Guatemala to obtain remedies," the spokesperson for the UN High
Commissioner for Human Rights, Rupert Colville, told journalists in
Geneva.

"The victims have waited three decades for justice for atrocities
committed against the Ixil population, and it is unfortunate that a
verdict of such importance has been annulled on procedural grounds,"
Mr. Rupert continued.

He added that the Office of the High Commissioner for Human Rights
(OHCHR) recalls "States' obligations to prosecute those responsible
for genocide, war crimes and crimes against humanity" and that it
hopes "this extremely important trial will be decided on its merits."

Mr. Ríos Montt was sentenced on 10 May to 80 years for his leading
role in the killing of 1,771 people during his time in office between
1982 and 1983, as well as for the forced displacement, starvation,
torture, and systematic rape and sexual assault that were deliberately
inflicted on Guatemala's Mayan Ixil communities.

A three-judge panel concluded that Mr. Ríos Montt had ordered the
plans that led to the genocide, had full knowledge of the atrocities
committed, and did nothing to stop them despite having the power to do
so. In all, some 200,000 people – over 80 per cent of them of
indigenous Mayan origin – were killed during the 36-year-long civil
war, but the period of Ríos Montt's rule is considered one of the
bloodiest in the conflict.

The conviction was welcomed by UN High Commissioner Navi Pillay, who
hailed Guatemala for making history by becoming the first country in
the world to convict a former head of State for genocide in its own
national court.

The case against Mr. Ríos Montt was overturned on 20 May, allowing the
86-year-old Mr. Ríos Montt to return to house arrest, according to

in Afghanistan strongly condemned the terrorist attack on a compound
of the International Organization for Migration (IOM) in central
Kabul, which earlier today wounded three of the agency's staff, one
seriously.

One staff member from the UN International Labour Organization (ILO)
was also injured, according to a
<"http://unama.unmissions.org/Default.aspx?tabid=12254&ctl=Details&mid=15756&ItemID=36853&language=en-US">statement
issued by Ján Kubiš, the Special Representative of the
Secretary-General and head of the UN Assistance Mission in Afghanistan
(UNAMA). All are now receiving medical attention.

Mr. Kubiš added that all UN staff members in the capital have been
accounted for.

The Taliban have claimed responsibility, alleging that their target
was a "military rest house," he said in the statement.

"The situation is reported to be under the control of Afghan security
forces. The mopping-up operation continues, with sporadic arms fire
still being heard."

Mr. Special Representative extended his sympathies to all those harmed
in the attack and their families, and said he is in touch with the
leadership of the IOM, a UN-affiliated organization.

He also recognized with gratitude the "quick actions" of UN security
personnel, including Ghurkha guards provided by the firm IDG Security,
and Afghan security forces.

"Initial information indicates that one police officer was killed in
action. I express my condolences to his family and my sympathies to
all IDG Security personnel, Afghan police and security forces injured
while bravely responding to this terrorist attack," he stated.May 24

today condemned "in the strongest terms" the two terrorist attacks
that occurred on Thursday in Niger, and underlined the need to bring
the perpetrators to justice.

The suicide bombings, which were condemned yesterday by
Secretary-General Ban Ki-moon, took place at a barracks in Agadez and
a French-run uranium mine in Arlit. At least 20 people were reportedly
killed, and several were injured, in the attacks, for which a jihadist
group known as Mujao has claimed responsibility.

"The members of the Security Council expressed their deep sympathy and
sincere condolences to the families of the victims of these heinous
acts," said a <"http://www.un.org/News/Press/docs//2013/sc11014.doc.htm">statement
issued to the press by the 15-member body.

Council members underlined the need to bring the perpetrators of these
acts to justice, and urged all States to cooperate actively with the
Nigerien authorities in this regard.

its forms and manifestations constitutes one of the most serious
threats to international peace and security, and that any acts of
terrorism are criminal and unjustifiable, regardless of their
motivation, wherever, whenever and by whomsoever committed," the

today stresses the importance of providing meals for schoolchildren,
particularly in times of crisis, and notes that this is still lacking
in many developing countries.

"School feeding assures that where quality education is available,
children are able to take advantage of the opportunity to learn,"

the Executive Director of the World Food Programme (WFP), Ertharin
Cousin.

"It's an investment that pays off in the future with better-educated,
stronger and healthier adults and it's also a critical safety net to
prevent the most vulnerable from suffering in times of crisis," she
said.

The <i><"http://www.wfp.org/content/state-school-feeding-worldwide-2013">State
of School Feeding Worldwide</i> report, produced by WFP, provides a
global analysis of school feeding programmes in developed and
developing nations, as well as data on how governments use school
meals as a safety net in times of crisis.

According to WFP, around 368 million children – about one in five –
get a meal at school every day in 169 developing and developed
countries. However, despite the global nature of school feeding, the
coverage of these programmes is lowest where they are most needed. In
low-income countries, only 18 per cent receive a daily meal at school,
compared to nearly 49 per cent of children in middle-income countries.

Global investment in these programmes is about $75 billion, with most
coming from government budgets. While these may seem like a large
investment, the benefits are even greater as the report states that
for every $1 spent by government and donors at least $3 is gained in
economic returns.

Over the past five years, at least 38 countries have scaled up their
school feeding programmes in response to a crisis, whether related to
food prices, conflict, natural disaster or financial volatility.

"During the food and fuel crises in 2008 many Governments struggled to
protect the most vulnerable from hunger and looked to school meals to
achieve that. In the current recession, even wealthy nations are
examining how school meals can prevent families sliding deeper into
poverty and hunger," said the report's lead author Carmen Burbano.

WFP has been operating school meals programmes in developing countries
for almost 50 years. In 2012, the agency provided meals or nutritious
snacks in school for 24.7 million children in 63 countries, including
take-home rations for 1.3 million girls and 500,000 boys – providing
an incentive for poor families to keep their children in class, rather
than pull them out to work in the fields, in factories or in the home.

The report is being presented today at the largest annual meeting of
school feeding experts, co-hosted by the Global Child Nutrition
Foundation and WFP's Centre of Excellence Against Hunger in Brazil.May

today thanked the Government of Uganda for its contribution to peace
and security in Africa, travelling alongside World Bank President Jim
Yong Kim on a first-of-its-kind visit to support a recent peace accord
and promote economic development in the Great Lakes region.

Earlier in the day, Mr. Ban spoke at a
<"http://www.un.org/sg/offthecuff/index.asp?nid=2828">joint press
conference with Mr. Kim in Kigali, Rwanda, about the message of hope
they are bringing to the region. "The people of the Great Lakes have
endured too much suffering for too long… We are determined to support
lasting peace and rapid development," he said.

He stressed that "there can be no peace without development" such as
education, health care, roads and electricity, as well as human rights
and good governance, "and no development without peace."

Mr. Ban praised Rwanda's progress in the past two decades but stressed
that lasting peace needs the benefits of development to ripple
throughout the region.

The joint visit to the region by Mr. Ban and Mr. Kim is symbolic of
the international community's support for the new peace deal. The
World Bank Group had announced $1 billion in proposed new funding to
help countries in the Great Lakes provide better health and education
services, generate more cross-border trade, and fund hydroelectricity
projects in support of the peace deal.

The UN-brokered Peace, Security and Cooperation Framework for the
Democratic Republic of the Congo and the Region, which was signed in
February by 11 African leaders including Rwanda and Uganda, aims to
end the cycles of conflict and crisis in the eastern DRC – where, in
the most recent hostilities, rebels from the 23 March Movement (M23)
have been clashing with the DRC national armed forces (FARDC) – and to
build peace in wider region.

It is "the best chance for peace in many years," Mr. Ban has said. "I
am appealing to all leaders to play their part in implementing it and
meeting their commitments."

Mr. Ban and Rwandan President Paul Kagame are due to arrive on Sunday
in Addis Ababa for the first of the regional oversight mechanism
meetings. The meeting coincides with the 50th anniversary of the
Organisation of African Unity (OAU), now the African Union.

While meeting with President Kagame last night, Mr. Ban presented him
with the result of the Rwanda post-2015 consultations. He praised the
country for being a "pioneer" in green economy and in helping to
define the sustainable development priorities once the current
Millennium Development Goals (MDGs) reach their target date of 2015.

He also commended the commitment of Mr. Kagame and his office for
empowering women and girls, visible in a record 56 per cent of women
in the Rwandan Parliament, "more than any other country."

While in Kigali, Mr. Ban and Mr. Kim visited the One-Stop centre
dealing with gender-based violence and laid the foundation for a new
Centre for Excellence to help end violence against women and girls in
conflict situations.

He and Mr. Kim also visited the Gisozi genocide memorial site, where
they laid wreaths in solemn commemoration of the tragic 1994 event.
Noting that it was his third visit to the site, Mr. Ban said that the
memorial served as both a warning and a symbol of hope.

In addition, Mr. Ban will focus on African development next week when
he attends the 5th Tokyo International Conference on the topic, known
as TICAD V, in Yokohama, Japan.

The UN chief is due to deliver a keynote speech at the Conference's
opening, which will commemorate the 20th anniversary of TICAD and the
50th anniversary of the Organization of African Unity.

He will also attend the award ceremony of the Second Hideyo Noguchi
Africa Prize, which recognizes individuals or organisations which have
made outstanding achievements in the fields of medical research and
medical services to combat infectious and other diseases in Africa.May

United Nations human rights expert today voiced concern at the extent
to which political bodies have influence over cultural institutions in
Bosnia and Herzegovina, and urged the Government to ensure that people
have opportunities to engage freely in cultural life.

"Culture and education seem to have been held hostage to political
debates," Farida Shaheed, the UN Special Rapporteur in the field of
cultural rights, said as she wrapped up her first mission to the
country.

"This has an immense detrimental effect on the artistic, cultural,
scientific and academic life in the country, and on the right of all
people, without discrimination, to enjoy their cultural rights and to
access their cultural heritage," she stated in a

release.

Ms. Shaheed said one telling example is the current uncertainty
surrounding the fate of seven crucial cultural institutions in Bosnia
and Herzegovina, including the National Museum which closed its doors
last year.

"I am concerned by the extent to which political bodies have expanded
their influence over cultural institutions, whose independence should
be guaranteed in law as well as in practice," she said, noting that
there was frustration across the board during her visit that efforts
are being blocked at the level of senior decision-makers and
politicians.

The Special Rapporteur stressed that one worrying trend lies in
"over-emphasizing cultural differences, including linguistic
differences, to justify practices amounting to segregation of people
based on their ethno-national affiliation, in particular in the field
of education."

The population of Bosnia and Herzegovina is predominantly divided
among three <i>constituent peoples</i>, or ethnic groups – Bosniaks,
Serbs and Croats.

She urged all levels of Government to maximize the opportunities for
people to engage in culture, sports, science and arts, and to have
access to "neutral spaces where politics and ethno-national
affiliations do not interfere."

"A dynamic, pluralistic and inclusive culture is central to
reconciliation and it is most certainly the way forward, in terms of
both peace and economic development for Bosnia and Herzegovina," said
the expert.

During the 12-day mission that concluded today, Ms. Shaheed met with a
wide range of actors Sarajevo, Mostar, Jajce, Banja Luka, Brèko and
Srebrenica, and visited a number of monuments, memorials and museums.

Independent experts, or special rapporteurs, are appointed by the UN
Human Rights Council to examine and report back on a country situation
or a specific human rights theme. They work in an unpaid capacity.
Ms. Shaheed will present her report at a forthcoming session of the

UN RIGHTS EXPERTS CALL FOR STRONGER PROTECTION OF VICTIMS OF

million people across the world are still victims of human rights
abuses due to caste-based discrimination, United Nations independent
experts warned today, urging South Asian countries to strengthen
legislation to protect them.

"Caste-based discrimination remains widespread and deeply rooted, its
victims face structural discrimination, marginalization and systematic
exclusion, and the level of impunity is very high," the group of
experts <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13352&amp;LangID=E">said.
"This form of discrimination entails gross and wide-ranging human
rights abuses – including brutal forms of violence."

People who are considered of low caste in South Asia are known as
'Dalits' or 'untouchables.' In many countries, they face
marginalization, social and economic exclusion, segregation in
housing, limited access to basic services including water and
sanitation and employment, and work in conditions similar to slavery.

The experts said that Dalit women and girls are particularly
vulnerable and face multiple forms of discrimination and violence,
including sexual abuse. Children are also at high risk of being sold
and sexually exploited.

Two years ago, Nepal adopted the 'Caste-based Discrimination and
Untouchability Bill', a landmark law that protects the rights of
Dalits. More recently, the British Government decided in April that
the Equality Act would cover caste discrimination to protect Dalits in
diaspora communities.

While these are positive steps to eliminate caste-based
discrimination, the experts expressed concern about a serious lack of
implementation in countries where legislation already exists, and
called for the effective application of laws, policies and programmes
protecting those affected by this type of discrimination.

"We urge other caste-affected States to adopt legislation to prevent
caste-based discrimination and violence and punish perpetrators of
such crimes, and call on world governments to endorse and implement
the <"http://www.ohchr.org/Documents/HRBodies/HRCouncil/RegularSession/Session11/A-HRC-11-CRP3.pdf">UN
Draft Principles and Guidelines for the Effective Elimination of
Discrimination Based on Work and Descent," the experts said.

"Political leadership, targeted action and adequate resources should
be devoted to resolving the long-standing problems, discrimination and
exclusion faced by Dalits and similarly affected communities in the
world."

The experts also expressed their hope that the post-2015 development
agenda will include specific goals for the advancement of Dalits,
stressing that caste-based discrimination is a major structural factor
underlying poverty.

"Their specific needs require tailored action to lift them out of
poverty and close the inequality gap between them and the rest of
society," they said. "No one should be stigmatized; no one should be
considered 'untouchable'."

Among the experts voicing their concerns include those dealing with
minority issues; violence against women; contemporary forms of
slavery; and racism. Independent experts are appointed by the
Geneva-based UN Human Rights Council and work in an unpaid capacity.

BUDDHIST TEACHINGS CAN HELP TACKLE WORLD'S MOST PRESSING CHALLENGES -- UN CHIEF

The teachings of Buddhism can offer significant insights on how to
face today's most pressing challenges, Secretary-General Ban Ki-moon
said today, in a
<"http://www.un.org/en/events/vesakday/2013/sgmessage.shtml">message
marking Vesak Day, which commemorates the birth, enlightenment and
passing of the Buddha.

"Now more than ever, we need the spirit of non-violence to help
inspire peace and quell conflict," Mr. Ban said.

"This year's observance, falling at a time of widespread strife and
misery, is an occasion to examine how Buddhist teachings can inform
our response to prevailing challenges."

Mr. Ban noted that confronting troubling problems is a big part of
Buddhism as the Buddha himself -- when he was a young prince -- left
the safety of his palace to discover the four sufferings of birth,
sickness old age and death.

"While such painful realities cannot be avoided, Buddhism offers
insights into how to cope with them. Its history is replete with
inspiring examples of the transformative power of Buddhist
philosophy," he said.

Mr. Ban also recalled that King Ashoka, who presided over a brutal
reign in India in from 268-232 B.C., ultimately converted to Buddhism,
renouncing violence and embracing peace.

"The values that King Ashoka espoused, including human rights,
democratic governance and respect for the dignity of life, are common
to all great religions. The fact that he was able to embrace them
after years of brutal war offers proof that the goodwill of
individuals can end widespread suffering."

Mr. Ban offered his best wishes to Buddhists and expressed his sincere
hope that "we may all draw on spiritual ideals to strengthen our
resolve to improve our world."
