"The UN and its Member States have much work to do. As we strive to get prevention right, let us continue to be inspired by the contributions of David Hamburg," the Secretary-General said in a <"http://www.un.org/sg/statements/index.asp?nid=6791">speech to the inaugural Andrew Carnegie Distinguished Lecture on conflict prevention, which honoured Mr. Hamburg. The event, which took place this evening at Headquarters, was co-sponsored by the United Nations and the Foreign Policy Association. Honouree David A. Hamburg, who discussed his new book <i>Give Peace A Chance</i>, was introduced by Robert Orr, UN Assistant Secretary-General for Strategic Planning. "David Hamburg has made truly important intellectual contributions to the world and to the work of the United Nations," the Secretary-General said, noting that Mr. Hamburg, during 15 years as head of the Carnegie Corporation, helped to transform the way the United Nations, Governments and the broader public looked at a range of issues, from public health and education to nuclear non-proliferation to conflict prevention. "His work on conflict prevention has been especially notable," Mr. Ban said, recalling that one the main priorities of his tenure as UN Chief has been to improve the Organization's ability to address brewing tensions before they become bigger and costlier crises. "I wanted us to make greater use of the many tools available under Chapter VI of the UN Charter to prevent armed conflict," he said, adding that in that endeavour, a major reference point has been the seminal 1997 report of the Carnegie Commission on Preventing Deadly Conflict. The key elements of that report still resonated today, he said, citing its focus on early action, national ownership and the critical role of civil society; the need to address the full range socio-economic and political factors to ensure lasting peace; and the acknowledgement that in extreme situations, the use of force remains an important tool to prevent even greater atrocities. "The United Nations has come a long way in internalizing and operationalizing these insights," the Secretary-General said, noting that UN special envoys are the most visible manifestations of the world body's growing emphasis on preventive diplomacy. "These envoys can now call on rapidly deployable expertise on cease-fire negotiations, power-sharing, constitutional design, gender issues and other aspects of peace processes," said Mr. Band, adding that UN regional offices in West Africa, Central Asia and Central Africa act as forward platforms for preventive work. The Organization had also helped to solidly embed the Responsibility to Protect in its normative framework. While those efforts have yielded concrete results – from Kenya to Kyrgyzstan, the UN has kept tensions from escalating, and it was accompanying difficult transition processes in Guinea, Yemen and Somalia – "we are reminded on a daily basis that prevention has limits and shortcomings," he said citing situations in Syria, Mal, the Democratic Republic of the Congo and the Central African Republic "Our efforts in preventive diplomacy are hampered by sovereignty concerns of Member States and fears of external interference," Mr. Pan said, stressing that preventive action can only succeed when the international community speaks with one voice. Divisions in the Security Council or in approaches among organizations can undermine the effectiveness of mediators. He noted that early warning also remains a challenge. Social media are helping the United Nations to take the pulse of a country or a situation. "But we have also been caught unprepared. And we need to improve our ability to engage preventively in fragile countries where we have only a development presence, as was the case in Sri Lanka," he said. "The best solution to the conflict in Darfur is to achieve a lasting peace, allowing conditions to normalize so that citizens can live without fear or intimidation," Mohamed Ibn Chambas said in a <"http://unamid.unmissions.org/Default.aspx?tabid=11026&ctl=Details&mid=14213&ItemID=22380&language=en-US">news release wrapping up a series of field visits, his first as the head of the AU-UN peacekeeping mission in the Darfur (UNAMID). The joint envoy's eight-day trip from April 22 to 30 included meetings with "representatives of internally displaced people, traditional leaders, State authorities and UNAMID staff," a spokesperson for the Secretary-General told journalists today in New York. In East Darfur, Mr. Chambas travelled to Labado and Muhajeria, where clashes between the Sudan Liberation Army - Mini Minawi and the Government of Sudan have displaced thousands of civilians in recent weeks causing them to take refuge near UN peacekeeping bases. On 29 April, UNAMID and its humanitarian partners delivered the second phase of emergency aid to the families. The first phase of the operation was conducted on 23 April, and consisted primarily of delivering food rations, bottled water and medical supplies delivered and protected by UNAMID peacekeepers, and provided by the UN Children's Fund (UNICEF), UN World Food Programme (WFP) and the World Health Organization (WHO). In meetings with authorities in East and South Darfur, Mr. Chambas stressed "the importance of ensuring continued access by UNAMID and humanitarian organizations to enable the delivery aid to the IDPs concentrated around the UNAMID Team Sites in Muhajeria and Labado," according to today's news release. An estimated 200,000 civilians remain near the bases. Also in Muhajeria, Mr. Chambas met with UNAMID personnel and expressed appreciation for their professionalism in the protection of civilians, particularly after the killing of a Nigerian blue helmet and injuring of two others by unidentified assailants. In Central Darfur, the UNAMID chief highlighted the benefits that both the Doha Document for Peace in Darfur and the Darfur Donor Conference's $3.7 billion in financial pledges could bring in terms of achieving lasting peace and much-needed development in Darfur. The Doha Document, negotiated with the support of the Government of Qatar, forms the basis for a permanent ceasefire and comprehensive peace agreement to end the fighting that began in Darfur ten years ago, pitting government forces and allied militiamen against rebel groups. The Sudanese Government and two major rebel groups have committed to the accord. Her stop in the Rwandan capital, Kigali is part of a regional tour to encourage implementation of the accord she has called a "framework for hope," which was signed by 11 countries in February aimed at ending decades of conflict and suffering in DRC and the wider region. "I believe the real heart of this is to rebuild and strengthen the trust between the countries of the region by each of them implementing, rigorously and transparently, the commitments," she said. Mrs. Robinson explained that her role would not be "to come up with the solution to the conflicts" but rather to encourage ownership of the agreement and its implementation by the Governments and the people within each country who would be the beneficiaries. While in Kigali, she spoke by telephone with President Paul Kagame who was travelling outside the country, and met with senior Government officials, as well as with civil society organizations. Mrs. Robinson said she was encouraged by her conversations with Mr. Kagame and Foreign Minister Louise Mushikiwabo, who confirmed the Government's commitment to work towards the implementation by all signatories of their commitments in the Peace, Security and Cooperation Framework for the DRC and the Region. Last November the M23 rebel group – made up of former members of the DRC national army (FARDC) who mutinied in April 2012 – occupied Goma. Clashes between the Government and rebels displaced more than 130,000 people in and around the city, and sent another 47,000 fleeing to neighbouring South Kivu province. Amidst widespread condemnation and calls for their withdrawal, the M23 fighters pulled out after 11 days. In the wake of those events, the Security Council in March authorized the deployment of an intervention brigade within MONUSCO to carry out targeted offensive operations, with or without the Congolese national army, against armed groups that threaten peace in eastern DRC. Mrs. Robinson's next stop in her visit to the region will be Kampala, Uganda. "More than 10 per cent of the population in Greece now lives in extreme poverty, and unemployment amongst youth has reached an unprecedented rate of 59.3 per cent," the UN independent expert on foreign debt and human rights, Cephas Lumina, said in a <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13281&LangID=E">news release issues at the end of his week-long mission to the country. In order to avoid default, Greece agreed in 2010 with the European Commission, the European Central Bank, and the International Monetary Fund to implement radical cuts in Government expenditure in return for a bailout loan, he said. Greece also adopted a structural reform programme aimed at reducing the country's fiscal deficit and returning the economy to growth. Yet, despite the stringent austerity measures, the Greek economy has shrunk by about 25 per cent and continues in recession. The austerity programme, he said in the news release, was being implemented in the context of a social protection system ill-equipped to absorb the shock of unemployment, salary cuts and tax increases. Access to essential public services is likely to become even more challenging as the Government moves forward with plans to raise its coffers by privatizing State-owned assets, including water and energy. Mr. Lumina urged that "privatization should be undertaken cautiously and with sensitivity to the rights of the population." Prolonged unemployment is also impacting people's access to health care, particularly among the poor and marginalized groups. "Nearly one third of the Greek population is without public health insurance," he noted, adding that an increasing number of Greek citizens rely on free of charge volunteer clinics. Among the negative impacts of the economic crisis is the significant increase in attacks on foreigners by extremist groups. The Government has said it took significant measures to stop hate crimes, including appointing a related Special Prosecutor in Athens, as well as some 70 anti-racist police units. While welcoming these developments, Mr. Lumina urged authorities needed "to send a strong message that such criminal acts would not be tolerated," by strengthening the legal and institutional framework. Independent experts or special rapporteurs are appointed by the UN Human Rights Council to examine and report back, in an unpaid capacity, on specific human rights themes. The Special Rapporteur on the human rights situation in Burma, Tomás Ojea Quintana, said that while the recommendations of the Rakhine Investigation Commission report address the humanitarian situation in the region, they still restrict the movements of the Muslim community in particular. "The Investigation Commission's report contains many worthwhile recommendations, which I encourage the Government of Burma to implement," said Mr. Ojea Quintana after reviewing the recommendations of the 27-member Commission, set up last year by President Thein Sein in the aftermath of the violence between Buddhists and Muslims that spiked in June 2012 and then again in October. Those recommendations included measures on addressing the dire humanitarian situation in the Muslim camps for internally displaced people (IDP), such as overcrowding, access to clean water and sanitation, the risk of disease, food security and child malnutrition, as well as on improving access to education and livelihoods. "However, in implementing them, I urge the authorities, as a matter of urgency, to ease the harsh and disproportionate restrictions on the freedom of movement of Muslim populations in the IDP camps and also in Muslim residential areas, such as Aung Mingala in Sittwe and across northern Rakhine State, while also providing adequate security," he said. Those restrictions greatly exacerbated the humanitarian situation, restricting access to food, healthcare, livelihoods and education, he said, adding: "Now we are at the beginning of May and the harsh restrictions for Muslim populations remain firmly in place." In a report to the Human Rights Council, Mr. Ojea Quintana had previously noted that the Taung Paw camp in Myebon felt more like a prison than an IDP camp. The Special Rapporteur praised the report's recommendations to double the presence of police, military and border security forces in Rakhine, but said accountability for human rights violations must also feature prominently in the Government's agenda. "I have received credible allegations that widespread and systematic human rights violations by state officials targeted against the Rohingya and wider Muslim populations have occurred and are continuing in Rakhine state. These involve the most serious of allegations, including extrajudicial killings, rape and sexual violence, arbitrary detention and torture and ill-treatment in detention, deaths in detention, and denial of due process and fair trial rights," He said. "The Government has an obligation under international law to investigate these allegations effectively, promptly, thoroughly and impartially and, where appropriate, to take action against those responsible, in accordance with domestic and international law," he said, adding that accountability is an integral part of restoring relations of trust and harmony among ethnic and religious communities. Mr. Ojea Quintana also expressed concern over the recommendation that communities should continue to be separated while emotions remain high, noting that the Government must plan for integrated communities as homes are rebuilt and people resettle to avoid permanent segregation. "I have always said that discrimination against the Rohingya Muslims in Rakhine state is one of the underlying causes of the violent conflict between communities there," he said. The experts, who comprise the Inter-American Commission on Human Rights, added that they have received specific information about severe and prolonged physiological and psychological damage caused by the high degree of uncertainty the detainees face over basic aspects of their lives, such as not knowing whether they will be tried or whether they will be released and when; or whether they will see their family members again. The Commission also today urged the US Government to adopt concrete measures to end the indefinite detention of persons; to ensure the detainees are either released or prosecuted in accordance with due process and the principles and standards of international human rights law; and to allow for independent monitoring by international human rights bodies. President Barack Obama said yesterday that he would recommit himself to closing the Cuba-based prison, a goal he has voiced at least three times in the past four years but which is hampered by Congressional opposition. "You can't just set up something like that and keep it in perpetuity, which is in fact what Congress has made possible by bringing in a new law in the beginning of the year called the National Defence Authorization Act which essentially provides for the indefinite military detention without charge or trial of detainees at Guantánamo Bay," Rupert Colville, a spokesperson for the UN Human Rights Office told UN Radio. In today's statement, the Special Rapporteur on torture, Juan E. Méndez, noted that the indefinite detention of individuals, most of whom have not been charged, "goes far beyond a minimally reasonable period of time and causes a state of suffering, stress, fear and anxiety, which in itself constitutes a form of cruel, inhuman, and degrading treatment." Around half of the 166 detainees in the centre have been cleared for transfer to their home countries or third countries for resettlement. "All relevant security-related Government agencies or authorities have expressly certified that those detainees do not represent a threat to US security," said the Special Rapporteur on countering terrorism, Ben Emmerson. However, the cleared detainees continue to remain in the centre, alongside those reportedly designated for indefinite detention. "Of those, 56 are Yemeni nationals who have been denied release based solely on their nationality and on the political situation in Yemen, which constitutes a clear violation of the principle of non-discrimination and renders their detention arbitrary and constitutes a flagrant violation of international law," explained El Hadji Malick Sow, who currently heads the UN Working Group on Arbitrary Detention. Last month, the High Commissioner for Human Rights, Navi Pillay, said she was "deeply disappointed" by the US inaction on closing the centre. She also noted that the continued incarceration of cleared detainees raised serious concerns under international law and severely undermined US stance as an upholder of human rights. Speaking with UN Radio today, Mr. Colville said the ongoing hunger strike is a manifestation of the uncertainty felt by the detainees. "One can only imagine the feelings of these people who one minute they're told they're cleared for transfer home and then it doesn't happen. You've got now this hunger strike which is really a symptom of extreme desperation," he said. According to media reports, 21 of the reported 100 striking detainees are being force-fed a nutritional supplement through tubes inserted in their noses. While the individual circumstances of those detainees are unclear, the UN Special Rapporteur on health, Anand Grover, stressed that "health care personnel may not apply undue pressure of any sort on individuals who have opted for the extreme recourse of a hunger strike." She added that it is also not acceptable to use threats of forced feeding or other types of physical or psychological coercion against individuals who have voluntarily decided to go on a hunger strike. "First and foremost, Governments must invest in prevention and preparedness – it is far more effective and less costly than recovery efforts," said the Executive Secretary of Economic and Social Commission for Asia and the Pacific (ESCAP), Noeleen Heyzer, at the Commission's Ministerial Roundtable on Building Resilience to Natural Disasters and Major Economic Crises. "This can be as straightforward as updating building codes and retrofitting unsafe buildings, or as far-reaching as coordinating regional monetary policies." Regarding economic crises, Ms. Heyzer stressed that policymakers must balance short-term stability with long-term development. "In the midst of a crisis or disaster, we can ill-afford to mechanically apply the conventional norms of macroeconomic stabilization. We need an Asia-Pacific regional framework for resilience." The roundtable was guided by a new ESCAP study which found that multiple shocks are occurring with increased frequency and are converging in new ways. During the discussion, crisis management experts from the Association of Southeast Asian Nations (ASEAN), Indonesia, Pakistan and the Philippines agreed that countries' resilience to natural disasters and economic crises is based on preparation, and noted the important role of regional cooperation in building this resilience. The Asia-Pacific region has had extensive experience dealing with natural disasters. Pakistan suffered a devastating earthquake in 2005, as well as floods in 2010, local governments in the Philippines prepare and plan for cyclones every year, and countries in the region have developed warning systems to prepare for tsunamis, following the 2004 Indian Ocean tsunami which killed hundreds of thousands of people. At the forum, Deputy Secretary-General Jan Eliasson issued an urgent call to protect the poor and vulnerable during natural disasters and economic crises. "The poorest are the most vulnerable during disasters, and we see that all over the world. We must build back better so we are better prepared for the next time.
