Accompanied by UNIFIL Force Commander, Paolo Serra, the Under-Secretary-General also received a briefing on the ongoing visible marking of the Blue Line, which is undertaken by UNIFIL in coordination with both parties. "A visible element of their good work with UNIFIL is the Blue Line marking process," Mr. Ladsous noted, stating it was "a critical confidence-building measure." Established in 1978, UNIFIL is tasked with ensuring that the area between the so-called Blue Line – separating Israel and Lebanon – and the Litani River is free of unauthorized weapons, personnel and assets. It also cooperates with the Lebanese Armed Forces (LAF) so they can fulfil their security responsibilities. The WSIS Forum is an "international multi-stakeholder engagement" to meet the goals of the World Summit on the Information Society which met in Geneva in 2003 and in Tunis in 2005, according to the UN International Telecommunications Union (ITU), the host and main organizer of the event. The Summit set out Action Plans in several key areas for ICT development, including ICT infrastructure and capacity building, cybersecurity and ICT applications in key areas such as e-Government, e-Learning, e-Health and e-Environment. "Ten years after the Geneva phase of WSIS, we are witnessing some of the most innovative developments in the ICT sector," ITU Secretary-General Hamadoun I. Touré told a press conference held today on the sidelines of the opening of the Forum. "Mobile phone subscriptions are reaching the 7 billion mark," he noted. "In 2012, two and a half billion people used the Internet from one device or another. "The thrust now is to drive content through enhanced broadband access that will feed both rural communities and urban centres," he continued. "It is now time to look at WSIS+10 and how we can continue the momentum for the future development of ICTs, which govern so many aspects of our day-to-day life." During the Forum, high-level dialogues with Government ministers and representatives from business and civil society will examine issues such as women's empowerment in the information society; smart climate change monitoring; ICT innovations and standards; cybersecurity; and youth and ICTs. Also on the agenda is ICTs and the so-called 'post-2015 agenda' – the global development agenda beyond 2015, the deadline for meeting the internationally agreed anti-poverty targets known as the Millennium Development Goals (MDGs). "Together we will address a range of issues within the global information society and we will reflect on how ICTs continue to shape the daily lives of individuals, businesses, communities and governments," said Mr. Touré. Addressing today's opening, the ITU chief said that this year's WSIS Forum is a unique opportunity to "develop consensus on what is needed for the WSIS process in the future, to ensure that the bottom-up approach of the WSIS process is preserved and that the decisions concerning modalities also respect the real requirements of the use of ICTs for socio-economic development, while ensuring growth in the ICT ecosystem itself." Also today, the ITU awarded prizes to 18 recipients in recognition of outstanding effort and achievement in the implementation of WSIS-related activities. Africa has a huge untapped potential for generating clean energy, including enough hydroelectric power from its seven major river systems to serve the entire continent's needs, as well as enormous potential for other energy sources such as solar, wind and geothermal, according to the study by the UN Environment Programme (UNEP) and the European Patent Office (EPO). Hydropower, the most commonly used renewable energy source, is estimated to be utilized at just 4.3 per cent of the continent's total capacity – although recent years have seen efforts to ramp up clean energy, with North African nations leading in solar and wind categories, Kenya in geothermal, Ethiopia in hydro and Mauritius in bioenergy. <I><"http://documents.epo.org/projects/babylon/eponet.nsf/0/f87537c7cbb85344c1257b24005e7119/$FILE/patents_clean_energy_technologies_in_Africa_en.pdf">Patents and Clean Energy Technologies in Africa</I> also points out that intellectual property and patenting in particular have been highlighted as a significant factor limiting the transfer of new clean technologies to developing countries, and identified as a barrier to these countries meeting new emission limits for CO2 and other greenhouse gases. While the lack of patents filed means CETs can be freely exploited in Africa, the lack of these patents to protect their products means source companies may be reluctant to offer up their know-how to promote technology transfer, according to a news release on the study. "The development and transfer of technologies are key pillars in both mitigating the causes of climate change and adapting to its effects; patents are a crucial part of this process," said UNEP spokesperson Nick Nuttall. "In addition to an accelerated response to climate change, boosting clean energy technologies have multiple green economy benefits including on public health – for example, in sub-Saharan Africa more than half of all deaths from pneumonia in children under the age of five, and chronic lung disease and lung cancer in adults over 30, can be attributed to solid fuel use," he added. The study found that of the 1 per cent of identified CET-related patents filed in Africa, the majority came in South Africa – meaning there was very little activity in the rest of the continent. Also, only 10 per cent of African inventors apply for patent protection in Africa; the majority tend to seek protection in four other regions: the United States (27 per cent), the European Patent Office (24 per cent), Germany (13 per cent) and Canada (10 per cent). The report adds that there are signs that the situation is changing. Despite low patent application numbers, the overall inventive activity in African countries grew by 5 per cent between 1980 and 2009, compared to 4 per cent at the global level. With a 59 per cent increase, mitigation technologies grew most significantly in that period. In a press conference, UNEP Executive Director Achim Steiner said the meeting was "a unique historic event coming at a time of unprecedented change and progress in the arena of global environmental governance. The strengthening of UNEP and the synergies process of chemicals and waste multilateral environmental agreements are complementary parts of the ongoing reform to fortify the environmental dimension of sustainable development." FAO Director-General José Graziano da Silva noted that countries need to find more sustainable ways to produce food while using chemical pesticides responsibly. "Around 70 per cent of the chemicals addressed by the Basel, Rotterdam and Stockholm Conventions are pesticides, and many are used in agriculture," he said. "It is in the best interest of all countries to ensure that the Basel, Rotterdam and Stockholm Conventions can work together, effectively and efficiently, to address various aspects of the chemical life-cycle." Mr. Steiner and Mr. Graziano da Silva, along with Global Environment Facility CEO Naoko Ishii also pledged to deepen cooperation and collaboration as part of a broader effort to raise the profile of chemicals and waste issues, promote green growth and alleviate poverty. On Friday, the conference hailed the "Geneva Statement on the Sound Management of Chemicals and Waste" which welcomed the UNEP-led consultative process on financing options for chemicals and waste. "The Parties have agreed to strengthen capacity building and technical assistance for countries by investing the savings realized over the past two years into an enhanced technical assistance programme that better meets the needs of developing countries and countries with economies in transition" said Jim Willis, Executive Secretary of the Basel, Rotterdam and Stockholm Conventions. "In an era of financial austerity, we have learned through synergies how to deliver more to parties while living within the economic limits faced by governments today." The Parties also adopted a framework for the environmentally sound management of hazardous wastes and other wastes, and agreed, over the next two years, to develop technical guidelines on movements across borders of electronic and electrical wastes. The Basel Convention regulates the export and import of hazardous waste and waste containing hazardous chemicals. It was adopted in 1989 and entered into force in 1992. It currently has 180 Parties. The Rotterdam Convention regulates information about the export and import of 47 hazardous chemicals listed in the Convention's Annex III, 33 of which are pesticides and 14 of which are industrial chemicals. It was adopted in 1998 and entered into force in 2004. It currently has 152 Parties. Adopted in 2001, the Stockholm Convention regulates 23 toxic substances that are persistent, travel long distances, accumulate in organisms and are toxic. The treaty entered into force in 2004. "The Iranian Government should demonstrate its commitment to freedom of religion by immediately and unconditionally releasing these prisoners of conscience," the Special Rapporteur on the situation of human rights in Iran, Ahmed Shaheed, said in a news release that also urged the international community, including faith leaders worldwide, to join in the appeal. "These cases are apparently characterized by failures to safeguard fair trial standards and jeopardizes overall religious freedom in Iran" which does not officially recognize Baha'i. On 14 May 2008, authorities in Tehran arrested Fariba Kamalabadi, Jamaloddin Khanjani, Afif Naeimi, Saeid Rezaie, Behrouz Tavakkoli, and Vahid Tizfahm. A seventh Baha'i leader, Mahvash Sabet, was earlier arrested on 5 March in the northern city of Mashhad near the borders of Afghanistan and Turkmenistan. The seven had formed an ad hoc national administrative group for Iranian Baha'is called the Yaran. Authorities reportedly held the seven in custody for over 20 months without charges and cut their access to lawyers, according to the Office of the High Commissioner for Human Rights (OHCHR) whose UN Working Group on Arbitrary Detention denounced the detentions in 2008. Each member of the group received a 20-year prison sentences in August 2010 on charges of espionage, 'propaganda against the regime,' 'collusion and collaboration for the purpose of endangering the national security,' and 'spreading corruption on earth.' "These seven Baha'is are imprisoned solely for managing the religious and administrative affairs of their community," said human rights expert El Hadji Malick Sow, who currently heads the Working Group on Arbitrary Detention. "These persons were condemned after trials which did not meet the guarantees for a fair trial established by international law. UN bodies, including the Human Rights Committee, have repeatedly expressed concern for discriminatory laws and policies that restrict Baha'is from forming religious institutions, entering universities and gaining public sector employment in Iran. The UN Special Rapporteur on freedom of religion or belief, Heiner Bielefeldt, warned that Baha'is in Iran are facing numerous limitations on their ability to worship freely, "I again remind the Government that, as a party to the International Covenant on Civil and Political Rights, it cannot distinguish between favoured and un-favoured groups as far as freedom of religion is concerned." The UN Independent Expert on Minorities issues, Rita Izsák, recalled that Baha'is is Iran's largest non-Muslim religious minority. "Their existence and religious identity must be protected under the UN Declaration on Minorities," she stressed. Hundreds of Baha'is have been reportedly arrested for acts including organizing religious gatherings and advocating for the right to education. In his March 2013 report to the UN Human Right Council, the Special Rapporteur on Iran noted that at least 110 Baha'is were imprisoned in the country at the start of the year. Special rapporteurs are appointed by the Human Rights Council to examine and report back on a country situation or a specific human rights theme. The book, <i>Edible Insects: future prospects for food and feed security</i>, stresses not just the nutritional value of insects, but also the benefits that insect farming could potentially have on the environment and on addressing the rapidly increasing demand for food worldwide. While the idea of eating a worm, grasshopper or cicada at every meal may seem strange, FAO <"http://www.fao.org/news/story/en/item/175922/icode/">says this has many health benefits. Insects are high in protein, fat and mineral contents. They can be eaten whole or ground into a powder or paste, and incorporated into other foods. "Insects are not harmful to eat, quite the contrary. They are nutritious, they have a lot of protein and are considered a delicacy in many countries," said Eva Muller, the Director of FAO's Forest Economics, Policy and Products Division. Although they are not staples of Western cuisine, insects currently supplement the diets of some 2 billion people and have always been part of human diets in Asia, Africa and Latin America. Of the 1 million known insect species, 1900 are consumed by humans. Some of the most consumed insects include beetles, caterpillars, bees, wasps, ants, grasshoppers, locusts and crickets. "If we think about edible insects, there's a huge potential that has essentially not been tapped yet," Ms. Muller said. "Most [insects] are just collected and there's very little experience in insect farming, for example, which is something that could be explored in view of a growing population." According to the book, which was launched today at the <"http://www.fao.org/forestry/food-security/en/">Forests for Food Security and Nutrition conference, taking place through Wednesday at FAO headquarters in Rome, farming insects for human and animal consumption is particularly relevant at a time when population growth, urbanization, and the rising middle class have increased the demand for food while simultaneously harming the environment that enables its production. By 2030, over 9 million people will need to be fed, along with the billions of animals raised annually for food and as pets. Meanwhile, land and water pollution from intensive livestock production and over-grazing are leading to forest degradation, thereby contributing to climate change. "Domesticating and rearing insects can help sustain insect populations while also helping counter nutritional insecurity and improve livelihoods," said Afton Halloran, a consultant for the FAO Edible Insects Programme. "Farming insects has a huge global potential for both animal feed and food production. We are already seeing producers creating animal feed from insects and research. And development is occurring around the world in order incorporate insects into menus and processed foods." The production of greenhouse gases by insect farming would likely be lower than that of livestock. For example, pigs produce 10-100 times more greenhouse gases per kilogram than mealworms. Insects also feed on bio-waste, use significantly less water than livestock, and can be farmed more easily, the book states. Insect farming could also offer important livelihoods to people in rural areas as minimal technical or capital expenditure is required for basic harvesting and rearing equipment. Their high nutritional value and relative ease of en-masse production will not be enough to make insects part of people's dishes all over the world, and FAO knows this. "Consumer disgust remains one of the largest barriers to the adoption of insects as viable sources of protein in many Western countries," Ms. Muller said in an interview. "Nevertheless, history has shown that dietary patterns can change quickly, particularly in the globalized world." She added that Western countries, most notably in Europe, have also been recently expressing interest in incorporating insects into their cuisine. "We have already seen cookbooks show up that offer recipes on edible insects, and there are a few restaurants in capital European cities that actually offer edible insects on their menus," she said. "I don't expect it to be something that happens very quickly, but if we remember that 20 years ago nobody in Europe would think of eating raw fish, and everybody now loves sushi, things can change, so even the cultures that are not used to eating insects may eventually develop a taste for them." A common misconception of insects as food is that they are only consumed in times of hunger. However, in most instances where they are a staple in local diets, they are consumed because of their taste, and not because there are no other food sources available. Insect trading is thriving in cities such as Bangkok and Kinshasa, and there is high demand from urban consumers. In such places, insects often arouse feelings of nostalgia for the rural countryside. In other cases, insects are seen as a snack. The book stresses that there is still a long way to go before insects can be universally incorporated into both human and animal diets. Mass-production technologies need to be perfected, potential allergies to certain species need to be explored, and legislation must be enacted on insect farming. The food industry, including industry professionals and chefs, must also help raise awareness about insects' potential as food to increase the level of acceptance among consumers. "Opportunistic links between terrorist and transnational organized criminal groups ensure the constant flow of people, money, weapons and illicit goods across borders, allowing such groups to survive and proliferate," he continued. Turning to the continent's terrorist hotspots, Mr. Ban told the 15-Member Council that in Somalia, for example, there had already been "important progress towards stability" with the Islamist militant group, Al Shabaab uprooted from numerous strategic locations. "But to secure these gains and prevent the group's resurgence, a lot more needs to be accomplished with respect to the rule of law, development and the country's political transformation," he noted. In particular, the UN chief underscored the role of the newly established UN Mission in Somalia in providing strategic policy guidance on security sector reform while also supporting the country's nascent Federal Government in strengthening their police, justice and corrections. As for Mali and the wider Sahel region, the Secretary-General similarly pointed out the international community's successes in tackling a deteriorating situation with what he described as "welcome resolve." In December 2012, at the request of the Malian Government, the Security Council authorized the deployment of the African-led International Support Mission in Mali, known by its French acronym, AFISMA, in order to support national efforts to recover the country's north, which had been occupied by radical Islamists. The conflict uprooted hundreds of thousands of people and prompted the Malian Government to request assistance from France to stop the military advance of extremist groups. As with Somalia, Mr. Ban suggested that the newly launched UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) would provide key support for the Malian authorities in extending state control and building "legitimate instruments of governance." In addition, he stated that in the Sahel, the UN was developing "an integrated strategy that aims to enhance governance; strengthen the capacity of national and regional security mechanisms; and integrate development and humanitarian activities in order to build resilience." "Without such a holistic approach, we risk simply pushing the threat from one area to another," the Secretary-General concluded. In a Presidential statement approved at the start of the meeting, members of the Security Council echoed Mr. Ban's remarks by voicing deep concern at the increasing violence perpetrated by armed groups across Africa's regions and sub-regions. They similarly called for an integrated response which would target development as much as it would security and include a wide variety of actors ranging from the international community to civil society groups. "The Security Council recognizes that terrorism will not be defeated by military force or security forces, law enforcement measures, and intelligence operations alone," the statement declared while underlining the need to address the conditions conducive to "strengthening efforts for the successful prevention and peaceful resolution of prolonged conflicts, and also promoting the rule of law, the protection of human rights and fundamental freedoms, good governance, tolerance and inclusiveness." As a result, the Council called on the Secretary-General to provide "a comprehensive survey and assessment" of the UN's work in assisting Member States and sub-regional and regional entities across Africa in fighting the continent's terrorist threats. "The United Nations is strongly committed to doing its part to combat terrorism in Africa," Mr. Ban reminded the Council during his remarks.
