Juvenile in both mind set and or Physical age - in percentile of 12 vs
18 is 66.6 percent but still to Major of a Bill in States Act a 75
percent is needed for enumation into Adult in such the lower
percentile is a Juvenile and not Adult is within State requirment to
satisfy the Constitutional Enumeration and therefore the Individual
Abuse of the Suspect fit into The State Constitution is in full
compliance without a review of Case Law - also does satisfy Speedy
Trial with allowance of a Adult trial at age 18 for a non Statue
Limited Crime such as Murder and or Homicide which is not a cause of
Double Jeopardy as the Universal Suffage has not as of yet been met is
into Federal Decision at age 18 - does also allow the Suspect to
develope a Moral while held by The State to assist in such Defense to
aid the State in not becoming Redress over the Legislative intent of
Enumation of All Citizens.
