Coast line is a Fishing Jurisdiction which includes crabs and other
shell fish which has a small political approach into Commerce but
since Commerce Navy is a Merchant type of Navy in such is not a true
Admirality type but into Commondore move in seas which is slave into
Admirality in such Jurisdiction battle is in our Youngest Lighthouse
and such rest that a "FLASH LIGHT" is authorized in ALL Lighthouses to
use with Fuel Lamps and or Light of The Lighthouse switch or otherwise
of The United States Navy Property of The United States of America -
Description: Oak Island Lighthouse is an intriguing mixture of old and
new, tradition and innovation. The present structure, completed in
1958, is one of the most recent lighthouses built on American shores.
Although the current lighthouse is young, attempts to illuminate this
particular stretch of water have been made for over two hundred years
but have been thwarted by hurricanes, war, and changing shipping
routes.
In 1761 a hurricane carved out an inlet near the mouth of the Cape
Fear River, which soon became the most popular route to Wilmington,
North Carolina's largest port. Because of the increased traffic in
this aptly named "New Inlet," two range lights were built on Oak
Island, located on the west side of the river mouth. First lit on
September 7, 1849, these lights were often referred to as the "Caswell
Lights" because of their nearness to Fort Caswell.
Unlike the other Cape Fear River range lights, the Caswell Lights were
free-standing brick towers, with a separate 1 ½ story cottage for the
keeper. The original brick beacons were in use only a few years before
the Civil War extinguished all the lights on the Carolina coast. Both
range lights were destroyed by retreating Confederate troops, who
preferred to blow up the structures rather than see them fall into
Union hands.Of course interested parties had no intention of allowing
New Inlet to remain dark for long, and in 1865, plans for new Oak
Island range lights were drawn to include a front beacon, standing
twenty-seven feetabove sea level, and a rear beacon, a sophisticated
four-level structurewith living quarters.
These plans, however, were apparently abandoned, as the lightsthat
finally were rebuilt in 1879 were quite different. The front range
light was a wooden tower attached to a sixteen-foot high brick
foundation , which still standstoday, and the rear light was a simple
structure mounted on skids so it could be moved with the shifting
channel. The keeper's dwelling was a separate, two-story house.
Unfortunately, like their predecessors, these range lights survived
less than 20 years. Another hurricane in 1893 damagedthe front beacon
and keeper's house beyond repair. But this time, because changes in
shipping routes had decreased the number of vessels along that part of
the Cape Fear River, the damaged range lights were decommissioned with
noplans to repair them.
Although there was less traffic through New Inlet, ships trying to
navigate the dangerous Frying Pan Shoals still needed a strong
coastallight. The Lighthouse Board petitioned for funds to equip Bald
Head Lighthouse as a coastal light,but when Congress finally did
appropriate funds, they were for a new Cape Fear Lighthouse, a
150-foot tower built on Bald Head Island. Outfitted with a first-order
Fresnel lens, this lighthouse was completed in 1903, and functioned
until the current lighthouse was built on Oak Island in 1958.
As the last lighthouse built in NorthCarolina, Oak Island Lighthouse
is as durable as they come. Twenty-four concrete-filled pilings
penetrate 67 feet into the ground to provide a solid foundation.
Capping the pilings is an octagonal concrete base measuring 30 feet
wide and three feet deep. The toweritself is 158 feet tall, made of
solid, eight-inch thick reinforced concrete. During its construction,
atemporary concrete mixing plant was set up next to the
constructionsite and operated continuously for six days. The concrete
was poured into a moveable form that was slowly raised by jacks.
The three bands of color distinguishing the lighthouse also speak of
modern innovation and durability. For the first forty feet ofthe
tower, workers poured natural gray cement; the next fifty feet they
used a mixture of white Portland cement and white quartz aggregate,
and for the final fifty feet they mixed black paint with thecement.
The result is a monolithic tower with three distinctive bands that
never need repainting.
Unlike traditional lighthouses, Oak Island Lighthouse has no spiral
staircase; instead the keeper must climb a series of ships ladders
with a total of 134 steps. Tools are hauled to the top in a metal box
attached to a long pulley. The aluminum lantern room houses four
1000-watt aerobeam lights that had to be installed by two Marine Corps
helicopters. With its 2.5 million candlepower lights flashing
intermittently and visible 24 miles out to sea, Oak Island Light is
one of the most powerful lighthouses in existence.
On May 15, 1958, eighty-five-year-old Captain Charles N. Swan, who was
born at the Amelia Island Lighthouse, served aboard the Frying Pan
Shoals Lightship, and was keeper of the Cape Fear Lighthouse on Bald
Head Island from 1903 to 1933, threw the switch to activate the 14
million candlepower Oak Island Lighthouse.

Curt Flood and Free Agent Players

Curtis Charles Flood (January 18, 1938 – January 20, 1997) was a Major
League Baseball player who spent most of his career as a center
fielder for the St. Louis Cardinals . A defensive standout, he led the
National League in putouts four times and in fielding percentage
twice, winning Gold Glove Awards in his last seven full seasons from
1963* to 1969. He also batted over .300 six times and led the NL in
hits (211) in 1964 *(At the begining of President Johnson Civil Rights
Law allowing Black players into The Major League Baseball) . He
retired with the third most games in center field (1683) in NL
history, trailing only Willie Mays and Richie Ashburn .
Flood became one of the pivotal figures in the sport's labor history
when he refused to accept a trade following the 1969 season,
ultimately appealing his case to the U.S. Supreme Court . Although his
legal challenge was unsuccessful, it brought about additional
solidarity among players as they fought against baseball's reserve
clause and sought free agency; is a conflict to vary of Article IV of
The United States Constitution in regards to States Demand of
Servitude the Birth in The State of New York that Cities came foreward
to force the hand of Free Agency but such still rest back to The State
Level that left a Split decision of Free Agent and State Demand of
Color of Law of Contract.

The following is the result of The National Weather Service Failure to
issue a Winter Storm Watch/Warning read following Article into
Impeachment -
Surprise snowstorm snarls Shaver Lake traffic
A surprise snowstorm above Auberry on Sunday afternoon caused a string
of minor crashes and snarled traffic along Highway 168 near Shaver
Lake, the California Highway Patrol said.
A heavy band of snow fell through the area between 3 and 4:30 p.m. and
was heaviest near Auberry, saidJim Andersen, a meteorologist with the
National Weather Service in Hanford.
CHP Sgt. Shane McConnell said thestorm dropped about an inch of snow
near Shaver Lake and caught drivers unaware.
McConnell said several hundred vehicles either got stuck or slid off
the road and nine minor crashes occurred.

Authorization to do Emergency broadcast test through satellite

AGENCY: Federal Communications Commission.
Order replaces the current Emergency Broadcast
System (EBS) with an Emergency Alert System (EAS) to alert the public
of emergencies. This Report and Order requires broadcast stations and
many cable TV systems to participate, creates a new generation of
alerting equipmentand streamlines operational procedures for system
participants. Furthermore, the R&O removes the Part of the FCC's rules
concerning EBS in its entirety and incorporates it into a new Part of
the FCC's Code of Federal Regulations. The purpose of the rules in this
part is to prescribe how communication services such as broadcasting,
cable, and other public service providers will function under the
technical standards and operational procedures of the new System.

SUPPLEMENTARY INFORMATION: This is a synopsis of the Commission's
Report and Order in FO Docket 91-171/91-301, adopted November 10, 1994,
and released December 9, 1994.
The full text of this Commission Report and Order, which is in the
same document as a Further Notice of Proposed Rulemaking, is available
for inspection and copying during normal business hours in the FCC's
Public Reference Center (Room 239), 1919 M Street, NW., Washington, DC
20554. The complete text ofthe Report and Order also may be purchased
from the Commission's duplication contractor, International
Transcription Services, Inc., 2100 M Street, NW., Suite 140,
Washington, DC 20037, (202) 857-3800.
Synopsis of Report and Order
The Federal Communications Commission (FCC) adopted a Report and
Order to create a new Emergency Alert System (EAS) to replace the more
than 40 year old Emergency Broadcast System (EBS). EBS was no longer
able to accommodate advances in communications. The advent of digital
technology and the expansion of cable, satellite, microwave
distribution, and fiberoptics, very few of which currently participate
in the EBS, will enable the new system to offer better and faster
alerting to the public.
The Report and Order removes Subpart G, Part 73, of the FCC's rules
concerning EBS in its entirety, and incorporates it intoa new Part 11
of the rules dealing with EAS. 47 CFR Subpart G, Part 73, and Part 11.
The rule changes are provided at the end of this synopsis.
Furthermore, the Report and Order requires participation by
broadcast stations and cable systems in the new EAS, and encourages
voluntary participation by others. Cable systems must participate, and
the Further Notice of Proposed Rulemaking asks for comments regarding
whether a defined class of smaller systems should be exempted from
participation. Cable systems will for the first timebe required to
participate in the emergency alerting process becausenumerous
Americans now dependon cable for news and information and because
Congress has directed the Commission to ensure that cable subscribers
have access to emergency information onthe same basis as broadcast
viewers and listeners. Most Americans receive one or both of these
sources. The Report and Order requires broadcast stations and cable
systems to install and operate new equipment for national alerts, while
relaxing certain equipment requirements for noncommercial educational
ClassD FM stations and low power television stations. Other
transmission media, such as satellite, telephone, paging and public
service providers, are alsoencouraged to participate.
This multiple input system replaces the
old single station ``daisy chain'' systemof monitoring in which
emergencymessages were relayed from one station to another.
A new
rule also prohibits false or misleading use of the EAS two-tone or
alertcodes.
The standard protocol for the activation of the EAS is compatible
with the new digitized NOAA Weather Radio (NWR) system.
The rules prohibit false use of the EAS protocol.
Pursuant to the Regulatory Flexibility Act of 1980, 5 U.S.C.
Section 603, the Report and Order contained a final regulatory
flexibility analysis. The analysis concluded that the new EAS will be a
significant improvement over EBS in providing emergency messages to the

avalanche Information Center. Avalanche watch for the Park Range, Flat
Top Mountains, Elk Mountains, Ruby Range, West Elk Mountains, Grand
Mesa. The second in a series of strong Winter Storms will affect the
mountains of Western Colorado Monday into Tuesday. Intense snowfall
and drifting snow are possible during the storm. During periods of
heavy snowfall spontaneous and triggered avalanches become likely.
Avalanche conditions could become very dangerours and travel in or
below terrain is not recommended. If the winter storm progresses as
forecast updates shall follow at www.colorado.gov/avalanche
