An intriguing and powerful testament of the will and determination of the human spirit, the story of Tillamook Rock Lighthouse began in 1879. The engineer decided the rock could be conquered. with his assistant Cherry. In attempting a landing, Tw slipped and was swept into the churning sea. Cherry dove in after him, but couldn't find him. The boat was able to rescue Cherry - local skilled workers could not be found willing to work on the construction. Appointed by young Wilson (born December 28, 1856 - died February 3, 1924), who later became President - Wilson had, Charles Ball hired men unfamiliar with the area and sequestered them in the Cape Disappointment keepers' quarters until construction could begin, in hopes the locals would not scare them away. On October 21, 1879, four laborers were put on the rock. The rest of the crew followed five days later. Putting men on the rock entailed stringing a four and half inch line from the U.S. Revenue Cutter, Thomas Cowin, to the rock. The men would then use a "breeches buoy" to cross the line. With the cutter rolling and pitching in the swells, the line was never taut, and the transported fellow was often drug through the icy water. The workers chipped, chiseled, and blasted away. And then it hit. The seas crashed above the crest of the rock. Rocks flew as breakers tore off chunks of the rock and tossed them at will. The perilous storm pounded the rock. The storehouse was swept away taking most of their tools and provisions. Then the water tank, the traveler line and the roof of the blacksmith shop were ripped away. Clinging on for life, the men stayed in their shelter, the safest place onthe rock. Hungry, soaked, and with no place to go. They as felt in tomb worked; after a total of 525 days of labor, the lighthouse was lit for the first time on January 21, 1881. Amazingly, the reputation of the lighthouse spread from coast to coast, not only known as an engineering triumph, but also as a challenging assignment for even the most stalwart keeper. | Posted: 04 Dec 2012 01:13 PM PST FOR IMMEDIATE RELEASE Tuesday, December 4, 2012 County Commissioner Convicted in Georgia for Attempted Extortion and Bribery WASHINGTON — A federal jury in Albany, Ga., convicted Sumter County, Ga., County Commissioner Al J. Hurley late yesterday on corruption charges stemming from his acceptance of illicit payments inexchange for his official efforts to secure government contracts for a private contractor, Assistant Attorney General Lanny A. Breuer of the Justice Department's Criminal Division and Middle Districtof Georgia U.S. Attorney Michael J.Moore announced. Hurley, 54, of Americus, Ga., was found guilty of one count each of attempted extortion and federal program bribery. Hurley was first elected to the five-member board of commissioners in 1999. As the primary governing body for the county, the board presided over a variety of official matters, includingthe bidding process for and award of various county contracts. Evidence at trial showed that from September to December 2011, Hurley, in his capacity as a county commissioner, solicited and agreed to accept cash payments – including $5,000 on Oct. 23, 2011, and $15,000 on Dec. 19, 2011 – from a private contractor, in exchange for Hurley's repeated promises to use official action and influence to help facilitate the award of county contracting work tothe contractor. In particular, Hurley told the contractor that he would help him win a $100,000 depot renovation contract in a city within Hurley's district. Trial testimony also established that, in order to drive up the bribe amount, Hurley invented two inside contacts that he claimed to have at a new racetrack project in his district, andclaimed the contacts could influence the award of related contracting work in favor of the contractor. Hurley, who testified, admitted the contacts did not exist. Hurley faces a maximum potential penalty of 20 years in prison for theattempted extortion charge and 10 years in prison on the bribery charge. Each count also carries a maximum $250,000 fine. A sentencing date has not yet been set. This case was prosecuted by Trial Attorney Eric G. Olshan of the Criminal Division's Public Integrity Section and Assistant U.S. Attorney K. Alan Dasher of the Middle District of Georgia. The Turlock Irrigation District and Modesto Irrigation District, acting jointly, hereinafter called the Districts, shall operate Don Pedro Dam and Reservoir in the interest offlood control, and the City and County of San Francisco, hereinafter called the City, shall operate Hetch Hetchy Dam and Reservoir and Cherry Valley Dam and Reservoir in the interest of flood control all as follows: (a) Storage space in Don Pedro Reservoir shall be kept available forflood-control purposes in accordance with the Flood-Control Storage Reservation Diagram currently in force for that reservoir,except when storage of floodwater is necessary as prescribed in paragraph (d) of this section. The Flood-Control Storage Reservation Diagram in force as of the promulgation of this section is that dated 4 April 1956, File No. TU-1-26-7, and is on file in the Office of the Chief of Engineers, Department of the Army, Washington, D.C., in the office of the Turlock Irrigation District, Turlock, California, and in the office of the Modesto Irrigation District, Modesto, California. Such releases shall be proportioned between Hetch Hetchy and Cherry Valley Reservoirs in such manner as to assure that the percentage of encroachment into the flood-control space at the two reservoirs will tend toward equality insofar as possible. Moroccan authorities arrested Doyleon Tuesday, based upon an INTERPOL Red Notice from the United States. He was located at an apartment he rented under his alias of David West in Tangier, Morocco. Investigators believe Doyle had been living there for approximately one year prior to his arrest. In 2004 Doyle legally changed his name to David West by deed poll in Ireland in an attempt to elude law enforcement in the UnitedStates. In July of 2000, Doyle was arrestedby the St. Petersburg and Treasure Island Police Departments on allegations of child molestation between 1994 and 2000. While awaiting trial on these charges, Doyle fled the United States to avoid prosecution. In 2006, the United States Marshals Service, Florida Regional Fugitive Task Force, Tampa Office, working with the Pinellas County Sheriff's Office and the Pinellas County Prosecutor's Office, adopted the apprehension responsibility for Doyle. He was subsequently located and arrested in Ireland by Irish authorities on an INTERPOL Red Notice. Doyle was granted a 125,000 Euro bail from the Irish Government while attempting to fight extradition back to the UnitedStates. In January 2010, the Ireland High Court ordered his extradition to the U.S., but he then appealed to their Supreme Court. Doyle, fearing extradition back to the United States, absconded and fled Ireland in December 2011. In August 2012, the USMS was notified that Doyle had fled Ireland. The USMS resumed the investigation for Doyle and began following up on numerous international leads with the assistance of the USMS International Investigations Branch and the U.S. Department of State's Diplomatic Security Service. On Tuesday, information was developedthat Doyle was residing in the town of Tangier, Morocco, under the aliasDavis West. DSS working with the Moroccan authorities arrested Doylewithout incident at his apartment. The U.S. Department of State's Diplomatic Security Service is the most widely represented law enforcement organization in the world, located at more than 280 State Department posts worldwide. This worldwide presence, along withextensive police contacts in those locations, allows DSS to assist the U.S. Marshals Service in locating fugitives who have fled U.S. jurisdiction.
