Tropical Cyclone lingers near Tutuila, At 3:30a.m.,Thursday, Dec. 13,
2012 Tropical Cyclone remains stalled over Upolu island in Samoa for
the last couple of hours although it continues to intensify. According
to the 2:58 a.
Tropical cyclone is forecast tostrike Fiji at about 12:00 GMT on 17
December - Data supplied by the US Navy and Air Force Joint Typhoon
Warning Center suggest that the point of landfall will be near17.5
S,178.5 E. Storm is expected to bring 1-minute maximum sustained winds
to the region of around 166 km/h (103 mph).Wind gusts in the area may
beconsiderably higher.
According to the Saffir-Simpson damage scale the potential
propertydamage and flooding from a storm ofEvan'sstrength (category
2)at landfall includes:
*. Storm surge generally 1.8-2.4 metres (6-8 feet) above normal.
*. Some roofing material, door, and window damage of buildings.
*. Considerable damage to shrubbery and trees with some trees blown down.
*. Considerable damage to mobile homes, poorly constructed signs,and piers.
*. Coastal and low-lying escape routes flood 2-4 hours before arrival
of the storm center.
*. Small craft in unprotected anchorages break moorings. There is also
the potential for flooding further inland due to heavy rain.

The National Weather Service in Pago Pago issued hurricane and high
surf warnings for the islands as well as a flash flood watch.
There were reports of two deaths from the storm in Samoa, with a
population of 183,000. American Samoa is a U.S. territory with a
population of about 55,000.
The weather service said Thursday morning that was nearly stationary
over the islands. The Joint Typhoon Warning Center in Hawaii said The
strength could increase over the next 48 hours, making it a Category 3
storm with maximum sustained winds of 126 mph, before it moves away
from the Samoan islands to the southwest toward Fiji.
The islands straddle the International Dateline in the Pacific,
meaning when its early Friday in Samoa, it's early Thursday in
American Samoa.
Fiji's Meteorological Service said Storm was expected to arrive in
that country's waters by Sunday as a Category 3 storm.
Journalist Cherelle Jackson told ABC News of Australia that there was
heavy damage in the Samoan capital of Apia, with houses flattened by
the storm.
