Fight at Apartment in South Modesto un-incorprated area

(CMT1) Stanislaus County California December 13 2012
A fight broke out in front of Apartment Unit 21 at 735 South 9th
Street Modesto California - Witness stated Broken glass from window of
Apartment 21 may have cut one of the fighters - The event happen near
7 am and Law Enforcement was called according to Witnesses - Unknown
what happen after Law was called and also names are not known of the
two in fight. Damage to the Apartment window $200.00.

Tropical Cyclone lingers near Tutuila, At 3:30a.m.,Thursday, Dec. 13,
2012 Tropical Cyclone remains stalled over Upolu island in Samoa for
the last couple of hours although it continues to intensify. According
to the 2:58 a.
Tropical cyclone is forecast tostrike Fiji at about 12:00 GMT on 17
December - Data supplied by the US Navy and Air Force Joint Typhoon
Warning Center suggest that the point of landfall will be near17.5
S,178.5 E. Storm is expected to bring 1-minute maximum sustained winds
to the region of around 166 km/h (103 mph).Wind gusts in the area may
beconsiderably higher.
According to the Saffir-Simpson damage scale the potential
propertydamage and flooding from a storm ofEvan'sstrength (category
2)at landfall includes:
*. Storm surge generally 1.8-2.4 metres (6-8 feet) above normal.
*. Some roofing material, door, and window damage of buildings.
*. Considerable damage to shrubbery and trees with some trees blown down.
*. Considerable damage to mobile homes, poorly constructed signs,and piers.
*. Coastal and low-lying escape routes flood 2-4 hours before arrival
of the storm center.
*. Small craft in unprotected anchorages break moorings. There is also
the potential for flooding further inland due to heavy rain.

The National Weather Service in Pago Pago issued hurricane and high
surf warnings for the islands as well as a flash flood watch.
There were reports of two deaths from the storm in Samoa, with a
population of 183,000. American Samoa is a U.S. territory with a
population of about 55,000.
The weather service said Thursday morning that was nearly stationary
over the islands. The Joint Typhoon Warning Center in Hawaii said The
strength could increase over the next 48 hours, making it a Category 3
storm with maximum sustained winds of 126 mph, before it moves away
from the Samoan islands to the southwest toward Fiji.
The islands straddle the International Dateline in the Pacific,
meaning when its early Friday in Samoa, it's early Thursday in
American Samoa.
Fiji's Meteorological Service said Storm was expected to arrive in
that country's waters by Sunday as a Category 3 storm.
Journalist Cherelle Jackson told ABC News of Australia that there was
heavy damage in the Samoan capital of Apia, with houses flattened by
the storm.

climate a "Dumb Bell" effect of two storm - the problem is the timing
of the wrap west of the Hurricane - to the South the feed is basic and
non-existance to draw from cooler waters that havn't warm to the
Southern Hemisphere Summer which does leave more favorite water
temperatures more on a Easterly Track than a turnback Westerly -
Meteorology view is the new convection to the East and the cooler
water temperatures to The South and the main Current is again of a
required High Dome in the upper Air as of yet still does not model in
first 24 hours - the winds near 150 miles per hour shall storm surge
between "Tide 5 feet" plus 20 feet surge could in fact bring Major
damage to The Island and outer Islands - Some concern is the
conversion of the Convection to the East could counter sea
temperatures and stationary the Hurricane which could lower the storm
surge to Tides of 5 feet and surge of 10 feet - the forward motion if
the surge aspect of The Hurricane - Citizens are to follow local Law
Enforcement and seek higher ground which is further Lee side of the
island and been Caution on Windward - if a turnback be parpared to
move quickly and orderly - Use all types of communication in
contacting emergency assistance from The United States Government
Center in Hawaii and or Guam - be careful of drinking water after
flooding and find and hold on to blankets as damage is expected from
the size so shown in Meteorology.

It can be both friend and foe. Calm winds and seas make for enjoyable
power boating, waterskiing, and fishing. A fresh breeze and a light
chop provide an invigorating sailing or wind surfing experience. But
the sudden emergence of dark clouds, shifting and gusty winds,
torrential downpours and lightning can turn a day's pleasure into a
nightmare of distress. Here are some tips on howto keep your pleasure
and safety to a maximum.
Plan for boating fun. . .
Several days ahead of time start listening for the National Weather
Service extended 5-day outlooks onNOAA Weather Radio, AM/FM radio,and
TV. The outlooks give general information to help you decide whether
or not to continue making plans.
Before Setting Out. . .
Pay close attention to the TV weathercast and listen to detailed
marine weather forecasts on NOAA Weather Radio. Take note of small
boat cautionary statements, Small Craft Advisories, or Gale or Storm
Warnings in the forecasts. The Advisories and Warnings (see
definitions) alert mariners to higher winds and waves either occurring
now or forecast to occur up to 24 hours from now. Advisories and
Warnings for conditions expected later give mariners time to take
action to protect life and property.
After setting out . . .
Don't touch that dial! Stay tuned to NOAA Weather Radio. You know
theweather--it changes! The change often occurs out of your sight and
may be headed your way. Updated warnings and forecasts are aired
immediately on NOAA Weather Radio, alerting you to changes that may
require action on your part. Butyou can help yourself . . . It's up to
YOU!
While on the water, stay alert.. .
*. Check NOAA Weather Radio for latest warnings and forecasts.
*. Watch for signs of approaching storms:
*. dark, threatening clouds that mayforetell a squall or thunderstorm
*. a steady increase in wind or sea
*. lightning flashes.
*. An increase in wind opposite in direction to a strong tidal
currentmay lead to steep waves capable of broaching a boat.
*. Heavy static on your AM radio may be an indication of nearby
thunderstorm activity.
*. If a thunderstorm is approaching, head for shore if possible. Get
out of your boat and away from the water. Find shelter immediately.
*. If a thunderstorm catches you while afloat, remember that
gustywinds and lightning pose a threat to safety.
*. Put on your personal flotation device and prepare for rough seas.
*. Stay below deck if possible.
*. Keep away from metal objects that are not grounded to the boat's
protection system.
*. Don't touch more than one grounded object at the same time(or you
may become a shortcut for electrical surges passing through the
protection system).
Radio Tips
If you have a VHF transceiver with built-in NOAA Weather Radio
channels, use them. If your VHF radio is not equipped with weather
channels, you may want to buy a VHF weather radio--they're readily
available. Keep in mind, however, broadcast reception varies with the
location of you and the transmitter,the quality of the radio, and any
obstructions. A broad, average range is 20 to 40 miles. If you venture
beyond that range, you should consider buying a good quality HF single
sideband transceiver to add to your VHF. It may be more expensive, but
it is worth it to be able to get the information that may save your
life and property.
