Philippines Situation overview of Hurricane (last update: 13-Dec-2012 15:24 by Thierry Delbreuve)

12 December update on Philippines / OCHA sitrep No. 6 key highlights:
- Humanitarian consequences of Typhoon (Hurricane) are becoming
clearer as more affected areas become accessible.
- Of the 778,226 people displaced, 87 per cent are staying outside
evacuation centres, often nearby the remains of their homes.
- Current reports indicate 740 people are dead and 890 still missing.
- Clusters are mobilizing response to the worst-affected
communities,in support of the Government.
13 December update on Palau / OCHA sitrep No. 3 key highlights:
-112 houses have been completely destroyed.
-131 people remain in temporary shelters.
-Construction to rebuild 125 damaged homes to start by 15 December 2012.
- Extensive damage to taro patches, banana farms and other crops
reported in affected states.
- Access to water in all affected states has been fully restored.
- Areas of Melekeok (National Capital) remain without functioning
telephone lines.
- There are some areas that remain without electricity, mainly in
Ngaraard, Melekeok and Ngiwal as well as the entire Peleliu.
12 December update: Today, a Member States Briefing on the impact of
typhoon and presentation of the Action Plan for Recovery in Mindanao,
was chaired by ASG Ms. Catherine Bragg in Geneva. From Manila, the
RC/HC Ms. Luiza Carvalho assisted by UNFPA representative and OCHA
HoO, delivered a statement on behalf of the HCT. Representativesfrom
more than 30 Permanent Missions, UN Agencies, the IFRC and ICRC in
attendance. Several participants praised preparedness measures put in
place, including the work of clusters and partners, and the deployment
of needs assessment teams and UNDAC.
Ambassador Garcia, Permanent Representative of the Philippines,
briefed on the impact of typhoon and response efforts by his
government and the humanitarian community. He highlighted the central
role of preparedness efforts as well as the effectiveness of the
cluster approach, already proven in two previous natural disasters
over the past two years. The RC/HC updatedon the scale of the
disaster, priority needs and on-going coordination efforts. She
stressed on the positive collaboration with the Government and
commended the pre-deployment of an UNDAC team prior to the disaster.
She echoed the Ambassador call for urgent funding.
Representatives from UNFPA, WFP, FAO, IFRC, ICRC and ILO complemented
the briefings. Japan,Australia, Indonesia, Singapore and Canada
reported on their contributions and welcomed the preparedness efforts
taken prior tothe typhoon that helped save lives.
10 December update: Typhoon Action Plan for Recovery (upon request)
was launched in Davao today in the presence of Hon. Corazon
Juliano-Soliman, Secretary of the Department of Social Welfare and
Development of the Government of Philippines, the RC/HC and the UNCT.
With a requirement of US$ 65 million, the document outlines plans for
the provision of immediate life-saving assistance and long term
support for some 481,000 most affected people through 27 projects,
implemented over a 3-6 month period.
07 December update: The emergency response operation has been scaled
up to respond to multiple locations traversed by Typhoon in
Mindanao,Visayas and Luzon.
Strom exit the Philippine Area of Responsibility in the morning of
today (7 December).
The Government is leading the response, with the Office of Civil
Defense managing the NDRRMC OpCen and Department of Social Welfare and
Development (DSWD) leading on distribution of relief items. Needs
assessments are continuing in Mindanao.
The IFRC launched an emergency appeal on 5 December seeking CHF4.5
million (US$ 4.9 million) to support the Philippine Red Cross toassist
10,000 families (50,000 people) for 11 months. The appeal includes
cost for shelter cluster coordination.
The RC/HC wrote on behalf of the humanitarian community to the
President on 6 December offering condolences for the lives and
livelihoods lost as a result of Typhoon. The RC/HC also offered
expanded support to the Government?s relief and recovery efforts if
requested.
