State Route 18 , also known as SR 18 or Highway 18 , is a 28-mile-long
(45 km) state highway in the U.S. state of Washington , which connects
State Route 99 in south King County with Interstate 90 . It runs
northeast from Federal Way , through Auburn , south Kent, Covington ,
Maple Valley , over the 1,375-foot (419 m) Tiger Summit , and then
terminates at I-90 about 8miles (13 km) east of Issaquah near
Snoqualmie . This highway is the most direct route between Eastern
Washington and Tacoma . North of I-90, Highway 18 becomes a local
arterial, Snoqualmie Parkway. Snoqualmie Parkway continues to SR202
just east of Snoqualmie Falls . This is the shortest route between
I-90 and attractions at Snoqualmie Falls.
Highway 18 is a dangerous roadway due in part to the heavy truck
traffic between I-5 and I-90. For the past several years, work has
been done on a project to turn SR 18 into a limited access highway and
widen it to four lanes, two in each direction. Three-fourths of
thehighway upgrade has been completed; it now has four lanes from
Federal Way to Issaquah Hobart Road. The last one-fourth ofthe
expansion is 7 miles (11 km) which includes the climb up to
TigerSummit and the last 2 miles (3.2 km) to Interstate 90 with a
freeway-to-freeway connection. Theproject still needs $267.5 million
infunding and construction is set to be completed by 2015.
SR 18 forms part of one possible route for a proposed future
Interstate 605 , though the idea faces considerable opposition.
However, some argue for renumbering the highway as an Interstate
highway after completionof the widening, since it links Interstate 5
to Interstate 90

Tukwila hearing examiner upholds finding that Councilwoman Kruller
violated city's ethics code
A Tukwila city hearing examiner upheld a finding by Mayor Jim
Haggerton and an independent investigator that Councilwoman Kate
Kruller violated the city's code of ethics in connection with renting
a room at the Tukwila Community Center.
Tukwila Hearing Examiner Anne Watanabe, who contracts with the city
through the Seattle Hearing Examiner's Office, issued her ruling Oct.
16.
"The compliant is sustained and themayor's determination dated July 2,
2012 is affirmed," Watanabe wrote in her report.
That includes the mayor's determination that Kruller must
payrestitution of $1,000 to cover the additional deposit and charges
thatshould have been paid.
Kruller, in her first year on the council, appealed the mayor's
findings during a Sept. 18 hearing before Watanabe at City Hall.
"The mayor's determination called for no discipline, only a reminder
that Ms. Kruller needed to 'be aware of how your position as a City
Council member can be perceived when interacting with city staff for
private matters,'" Watanabe said in her report. "No error was shown as
to the mayor's determination to issue this statement rather than
impose discipline."
When contacted by phone and email, Kruller issued the following
statement in response to the hearing examiner's findings and whether
she might appeal the decision.
"With an open mind, I received and respectfully reviewed the hearing
examiner's decision on Friday, Oct.19," Kruller said in an email. "I
want to reserve comment, in order to properly consider the
determination, assess the process steps and review options."
Kruller came under fire after city staff at the Tukwila Community
Center filed an ethics complaint against her for using her position as
a council member to get special privileges while renting a room in
February at the center for a privatefunction on April 22.
As mayor and under the city code of ethics, Haggerton handled the
initial complaint. The code directs the mayor to hire an independent
investigator or consultant to look into the case.
