BAN DISCUSSES CONCERNS ABOUT EGYPT WITH EU FOREIGN POLICY CHIEF

Ki-moon today voiced his deep concern about the direction of the
transition in Egypt in a conversation with European Union High
Representative Catherine Ashton, who visited the country this week and
met with its deposed leader, Mohamed Morsy.

In particular, Mr. Ban shared with Ms. Ashton his concern about the
continued detentions in the country, where the military earlier this
month removed Mr. Morsy from the presidency amid widespread protests
in which dozens of people were killed and wounded. The Constitution
was then suspended and an interim Government set up.

Noting that it was welcome and important that Ms. Ashton had seen Mr.
Morsy, the Secretary-Genera reiterated his call to release the former
president and senior Muslim Brotherhood officials, according to a

conversation issued by Mr. Ban's spokesperson.

They stressed the importance of an inclusive political process which
would take into account views and aspirations of all parts of Egypt's
political spectrum, it added.

Egypt has been undergoing a democratic transition following the
toppling of President Hosni Mubarak two years ago in the wake of mass
protests similar to those seen in other parts of the Middle East and
North Africa as part of the "Arab Spring."

Mr. Ban and the High Representative also discussed the Middle East
peace process, with the Secretary-General expressing his hope for the
success of the current efforts to bring the Israelis and Palestinians
together at the negotiating table, and the UN's readiness to work with
the EU and other partners in the diplomatic Quartet to support the

ONE YEAR ON, UN AGENCY WORKS TO EDUCATE SYRIAN CHILDREN AT ZA'ATARI
CAMP IN JORDAN

One year after Za'atari camp was carved out of the desert in northern
Jordan to host refugees fleeing Syria, the United Nations children's
fund said today that while the makeshift city has reached zero
maternal mortality, it grapples with educating tens of thousands of
eligible children.

"Last year when the camp opened on 29 July 2012, it was nowhere in the
desert. There was absolutely nothing," UN Children's Fund (UNICEF)
Communications Officer in Jordan, Mark Vergara, told UN Radio.

Housing more than 120,000 -- half of them children - the site has
become the fourth largest city in Jordan and is also the world's
second largest refugee camp behind Dadaab in eastern Kenya.

The camp has made progress. It has three "very well provided"
hospitals, Mr. Vergara said, resulting in better health care for the
refugees than the general population.

"Mortality rates are lower than outside of the camp," Mr. Vergara said.

He noted that while food, water and sanitation remain key priorities
at the camp, a major challenge is education for the 30,000 children
that are able to go to school.

"Only 12,000 are registered," Mr. Vergara said. He added that
financial strains necessitating children to work and concerns of
insecurity are also challenges to school attendance.

"Parents are reluctant to let the child -- especially the daughters --
walk through the camp to school. We have created some assembly points
to escort the children. It's not really dangerous, but more cases of
harassment," he added.

Lack of electricity in schools, particularly combined with hot
temperatures and the holy-month of Ramadan when fasting is obligatory,
has also dulled attendance.

In addition, students follow a Jordanian curriculum in the camp, which
also adds to the overall challenges.

"But it's very important that these children as much as possible do go
to school because even if the war stops today, which of course is
unlikely, unfortunately, it will take years to rebuild Syria. And of
course, who will rebuild Syria but the kids who are now in host
countries in Lebanon, Turkey, Iraq, and of course, in Jordan," Mr.
Vergara said.

UNICEF is due to start a massive back-to-school campaign next month
working with communities, parents and religious leaders in the camp to
get children into classrooms and have them stay there.

Following a visit to the region earlier in the month, Leila Zerrougui,
Special Representative of the Secretary-General for Children and Armed
Conflict, said without a political solution to the conflict in Syria,
the country faces "a generation of angry, illiterate adults."

Since fighting began in March 2011 between the Syrian Government and
opposition groups seeking to oust President Bashar Al-Assad as many as
100,000 people have been killed, almost 2 million have fled to
neighbouring countries and a further 4 million have been internally
displaced.

Mr. Vergara said one of the challenges facing the UN agency and its
partners in the camp is how to plan for its future; the camp has
already been in use longer than originally expected.

"Life is not perfect in Za'atari," he said. "If you ask people around
the camp the only thing they want to do is go back to Syria and
nothing can replace home. But at the end of the day, they are here
because they have no alternative."

UNICEF in Jordan has appealed for $115 million towards the end of 2013
to assist the needs of the refugees. A bit over half of that amount
has been funded, according to the UN agency.

"That is not bad, but the question now is not 2013, it is about 2014
maybe 2015," Mr. Vergara said. "How much of this is sustainable? It is
a very expensive operation and people are still coming in. It really
depends on what happens on the other side of the border."

launched today seeks to provide insight into how to reduce risk and
help persons with disabilities around the world cope with and prepare
for disaster events.

The first-ever survey of its kind, produced by the UN Office for
Disaster Risk Reduction (UNISDR) and partners, focuses on issues such
as the ability to protect oneself and having sufficient time to
evacuate before a potential disaster. It also asks questions about
knowledge, awareness and participation in disaster management plans at
national and local level.

"The survey will focus on a major blind spot in disaster management,
the needs of the one billion or more people estimated to live with
some form of disability," said the Special Representative of the
Secretary-General for Disaster Risk Reduction, Margareta Wahlström.

"We can expect that as many as 30 million people living with a
disability are affected during an average year by earthquakes and
weather-related hazards."

According to UNISDR, this is the first survey of its kind and the data
gathered could help Governments and international organizations put in
place preparedness policies aiming to protect persons with
disabilities during disasters.

"This survey has the potential to provide a very revealing insight
into how we can reduce disaster risk for people living with
disabilities which can then be included in the new global agreement on
disaster risk reduction which will be in place by 2015," Ms. Wahlström
said.

The survey results will be announced on International Day for Disaster
Risk Reduction which is marked each year on October 13. In a news
release, UNISDR said it is working closely with UN Enable, the
Disability-inclusive Disaster Risk Reduction Network for Asia and the
Pacific and other partners on implementing the survey.

Mission in Mali (MINUSMA) has commended the West African country for
the peaceful conduct of the first round of its presidential elections,
which took place yesterday in an orderly manner.

According to a UN spokesperson, "turnout is reported to have been
high across the country," although no official figures have been
released yet.

The 28 July elections were seen as an important step on the path to
recovery for Mali, which, over the past year, witnessed a military
coup d'état, renewed fighting between Government forces and Tuareg
rebels, and the seizure of its northern territory by radical
Islamists.

MINUSMA, which provided security support to the Malian Defence and
Security Forces throughout the day, reported excellent cooperation
between its members and the Malian forces in the provision of
electoral security, and said it would continue to help secure the
counting centres.

International and national observers were also present in all
regions, including the cities of Timbuktu, Gao and Kidal, the Mission
said.

Today, the Special Representative of the Secretary-General for Mali,
Bert Koenders, together with the heads of the international observer
missions and some key ambassadors, met the presidential candidates
today to discuss the process and the next steps.

"All were reminded of the need to respect the results, and to address
any complaints through established legal processes," the UN
spokesperson told reporters in New York.

the conscience" continue in Syria, the head of a United
Nations-appointed human rights probe today implored Member States to
act decisively and put an end to the violence and carnage that has
gripped the nation for more than two years.

"We cannot continue to recite a litany of violations and abuses to
little effect either on the warring parties inside Syria or those
walking along the corridors of power. It is not enough to be
appalled," Paulo Sérgio Pinheiro, Chair of the International
Commission of Inquiry on Syria, said in his briefing to the General
Assembly.

"There is an obligation to do what you must to bring this war to a
close. This will require the international community not only to
recognize, but also to demand, a diplomatic solution," he added. "It
is time to do what you must to bring Syria to a just and lasting
peace."

Established by the UN Human Rights Council in August 2011, the
Commission also includes experts Karen Koning Abuzayd, Carla del Ponte
and Vitit Muntarbhorn. It has been mandated to investigate and record
all violations of international human rights law during the Syria
conflict.

More than 100,000 people have been killed since fighting began between
Syrian Government forces and opposition groups seeking to oust
President Bashar Al-Assad. Almost 2 million have fled to neighbouring
countries and a further 4 million have been internally displaced.

The Commission has provided 10 reports and updates so far, outlining a
litany of "crimes that shock the conscience" which have become a daily
reality for civilians, who are bearing the brunt of the conflict that
began over two years ago. These include: indiscriminate shelling and
aerial bombardment; disappearances; torture; sexual violence; and
massacres.

Mr. Pinheiro noted that those who continue to perpetuate rights
violations do not seem to have any fear of future accountability for
their actions. Indeed, shining a spotlight on their unlawful conduct
has not had the effect of stopping, or even slowing it.

"That civilians should come under such sustained unlawful attacks
should shock your conscience and spur you to action. But it has not,"
he told delegates. "As the conflict drags on, you -- and the world --
have become accustomed to levels of violence that were previously
unthinkable. The absence of decisive action, by the community of
States as a whole, has nourished the culture of impunity that has
developed inside Syria today.

"This war is a chronicle of missed opportunities on the part of
influential States and the international community," he added.

It is time for the international community to act decisively, stressed
Mr. Pinheiro, adding that a return to negotiation leading to a
political settlement is imperative. He added that accountability must
form part of the negotiations if any future peace is to endure.

Panama must continue to strengthen the rights of its indigenous people
and ensure they are allowed to preserve their land and autonomy, a
United Nations independent expert said today, raising concerns over
the recent loss of large indigenous areas to third parties.

"Indigenous peoples have repeatedly expressed their concern to me of
the presence of third parties in their territories, both in and out of
the regions," said the Special Rapporteur on the rights of indigenous
peoples, James Anaya. "These parties include private settlers and
agricultural, livestock and tourism, as well as miners and illegal
loggers."

Mr. Anaya stressed that one of the major concerns of the seven
indigenous groups in Panama is the recognition and protection of their
territories and natural resources.

"In Panama, the preservation and development of indigenous cultures is
due in large part to the Government's acknowledgement that they are
autonomous and have their own territory in the region," he said,
adding that the Government's official recognition of indigenous
counties is an affirmation of indigenous peoples worldwide.

"These developments represent a significant foundation on which to
continue building and strengthening the rights of the indigenous
peoples of Panama," Mr. Anaya said. "However, during the last week I
have noticed that this foundation is in many ways fragile and
precarious, and there are several threats to the rights of indigenous
peoples threatening the progress made in previous years."

Mr. Anaya urged the Government to cooperate with indigenous
authorities to control and stop these invasions and privatization of
land, including indigenous territories that are still waiting to be
officially demarcated and recognized by the State.

"The development of large investment projects in indigenous
territories of Panama has been the subject of numerous allegations of
violations of the rights of indigenous peoples, especially in recent
years," he said. "This has resulted in the loss of large areas of
indigenous lands and natural resources, as well as the fragmentation
of control and decision making that indigenous authorities exert on
their land."

Mr. Anaya, who just finished a seven-day visit to the country, also
emphasized the need to reinforce and implement policies in favour of
the rights of indigenous peoples according to international standards.
In particular, he stated that the creation of a national development
plan for indigenous peoples could be a major advance if it is based on
the aspirations of indigenous groups and if it has the necessary
resources and budget to be implemented.

During his visit, Mr. Anaya met in Panama City with Government
officials, as well as representatives of indigenous groups and civil
society.

Special rapporteurs are appointed by the Geneva-based UN Human Rights
Council to examine and report back on a country situation or a
specific human rights theme. The positions are honorary and the
experts are not UN staff, nor are they paid for their work. Mr. Anaya
will present his findings and recommendations to the Council in 2014.

The United Nations envoy in Iraq has called on political leaders to
take immediate action to end the "senseless bloodshed" that has
gripped the country, as dozens more civilians have lost their lives in
the latest wave of attacks.

Several car bombs have killed at least 51 people and injured more than
200 in mostly Shia areas of the Iraqi capital, Baghdad, and in other
cities around the country, according to media reports.

"I am deeply concerned about the heightened level of violence, which
carries the danger that the country falls back into sectarian strife,"
the Acting Special Representative of the Secretary-General for Iraq,
Gyorgy Busztin, said in a

"Iraq is bleeding from random violence, which sadly reached record

during a recent visit to Europe that all remaining prisoners of
conscience would be freed by year's end.

While commending the Government for its recent actions, Mr. Ojea
Quintana said the Government should stop arresting citizens for their
politics and expressions of dissent with current policies.

"I believe there are still arrests and trials taking place that are
politically motivated, including individuals involved in protests
against land confiscation as well as people working to defend human
rights in Rakhine state," he said. "I intend to follow up on these
cases during my upcoming mission to Myanmar next month.

Mr. Ojea Quintana noted that addressing this issue involved reforming
laws such as the Peaceful Assembly and Peaceful Procession Act and the
Unlawful Associations Act, as well as the development of an
independent judiciary in Myanmar.

"I also hope that the new prisoner review committee becomes more
transparent in the important work it is doing, including with regard
to the criteria used to determine prisoners of conscience," he said,
adding that the committee should also be able to investigate new cases
that may be politically motivated and recommend necessary
institutional and legislative reforms.

Bertha begins: digging officially underway in Seattle


This time, there were no crowds or fanfare. It was just Bertha, the world's largest tunneling machine, finally getting the chance to do what she was built to do: dig. 


 


Bertha got her first taste of tunneling today, officially starting the 2-mile journey beneath downtown. Early this afternoon, Bertha's 5-story-tall cutterhead broke through the north wall of her 80-foot-deep launch pit. She's expected to emerge in about 14 months near the intersection of Sixth Avenue North and Harrison Street.


Crews working with the Washington State Department of Transportation will push forward slowly at first, digging about 6 feet per day. By the time the machine is beneath downtown, she will dig up to 35 feet per day.


The tunnel route is divided into 10 separate zones, each with its own underground landscape. In the first zone, crews strengthened or replaced fill soils dumped there by the city's early settlers while building protected areas where they can inspect the machine.


"We designed the project so that we would have opportunities to test the machine and make sure she's functioning properly before we get beneath downtown," said Linea Laird, WSDOT administrator for the Alaskan Way Viaduct Replacement Program. "If Bertha was learning to ride a bike, this initial section would be her training wheels."
