firings of the school's president and provost come after
aninvestigation by the Navy's inspector general. It found that the
president, Daniel Oliver , failed to comply with federal and naval
regulations, circumvented federal hiring authorities and
inappropriately accepted gifts from a private foundation that supports
the school.
The investigation also found that the provost, Leonard Ferrari , did
not comply with Navy regulations and accepted gifts from the
foundation.
According to the IG report, Oliver arranged for an unidentified woman
to be hired as a contractor so that she could be paid more money than
the school could legitimately offer. The report said Oliver
circumvented federal salary limits after the applicant turned down the
school's initial salary offer of $162,000, with a recruitment bonus
of$25,000, according to the IG report. The offer was the maximum
allowed under federal salary caps atthat time, in 2009.
The report said Oliver arranged for an existing school contractor —
Digital Consulting Services — to hire the woman, for a salary
of$275,000, which she accepted.
"We conclude President Oliver's conduct amounts to waste and gross
mismanagement," the IG report said.
The report also said that Oliver solicited and accepted gifts from the
foundation, including a gas grilland patio furniture for his home on
the campus, in violation of Navy procedures.

I did not request a closure on the resolution I'AM a citizen to The

Fall 2012 Statistics of Income Bulletin Now Available

WASHINGTON — The Internal Revenue Service today announced that the
fall 2012 issue of the Statistics of Income Bulletin is available.
This issue features individual income tax return data forTax Year
2010.
Nearly 143 million individual income tax returns were filed for Tax
Year 2010, an increase of 1.7 percent from 140.5 million returns filed
for 2009. The adjusted gross income (AGI) reported on these returns
totaled $8.1 trillion, a 6.1-percent increase from the previous year.
The Statistics of Income (SOI) Division produces the SOI Bulletin ona
quarterly basis. Articles includedin the publication provide the most
recent data available from various tax and information returns filed
by U.S. taxpayers. This issue of the SOI Bulletin also includes
articles onthe following topics:
*. Partnership Returns, 2010. For 2010, the number of partnerships
increased 2.5 percent, from the previous year. The number of partners
increased by 6.1 percent, from the previous year, and this number has
grown 9 out of the last 10 years. Nearly half of all partnerships and
more than a third of all partners were classified in the real estate
and rental and leasing sector/Jurisdiction "LLC" Enterprise "Rico
Act".
*. Nonprofit Charitable Organizations, 2009. For 2009, nonprofit
charitable organizations(excluding private foundations) tax exempt
under Internal Revenue Code (IRC) section 501(c)(3) reported $2.7
trillion in total assets and $1.5 trillion in revenue.
*. Transactions Between Large Foreign-Owned Domestic Corporations and
Related Foreign Persons, 2008. The total value of non loan
transactions between large foreign-owned domestic corporations and
related foreign parties totaled $1.187 trillion, a 36-percent decrease
from the record high of $1.86 trillion in 2006.

areavailable from the Superintendent of Documents, U.S. Government

Justice Department Launches Investigation of the Albuquerque, N.M.,
Police Department's Use of Force
The Justice Department announced today that it has opened a civil
investigation into use of force by the city of Albuquerque, N.M.,
Police Department (APD). The investigation will focus on allegations
that APD officers engage in use of excessive force, including use of
unreasonable deadly force, in their encounters with civilians.
Through the investigation the department will seek to determine
whether APD engages in a pattern or practice of use of excessive force
in violation of the Constitution and federal law. The investigation
will include a comprehensive review of the police department's
policies, training and systems of accountability. The investigation
will also examine the police department's engagement with the
community and external oversight of officer-involved shootings and
other force incidents.
Prior to the announcement, department officials met with Albuquerque
Mayor Richard Berry and APD Chief Ray Schultz, who pledged their full
cooperation with the investigation.
The Violent Crime Control and Law Enforcement Act of 1994 prohibits
state and local governments from engaging in a pattern or practice
ofmisconduct by law enforcement officers that deprives individuals of
federally-protected rights. The department has conducted similar
investigations into use of force by law enforcement agencies, both
large and small, across the country.
Attorneys and staff from the Special Litigation Section of the Justice
Department's Civil Rights Division will conduct the investigation,
assisted by the U.S. Attorney's Office for the District ofNew Mexico.

ASTORIA, Ore. — The Coast GuardCapt. of the Port, Sector Columbia
River, Ore., has closed the Tillamook Bay and Umpqua River, Ore.,
bars, Sunday, due to hazardous conditions.
The bar closures apply to all vessels and any request to transit the
bars prior to re-opening must be approved by COPT, Sector Columbia
River. Mariners may contact the Coast Guard on VHF-FM Channel 16 for
further information or to request crossing.
The Coast Guard will be re-evaluating the bar closures on an ongoing
basis and expect to re-open the waterway as soon as the offshore
weather improves.
The Coast Guard understands the effects closures have on commerceand
will make every effort to re-open these waterways as soon as they are
considered safe for navigation.
The Columbia River and Depoe Bay, Ore., bars remain closed as well.

Alaska - GALE WARNING THROUGH WEDNESDAY TONIGHT... NE WIND 45 KT. SEAS 22 FT.
.WED... NE WIND 40 KT. SEAS 22 FT.
Hawaii - EXPECT CLOUDS AND LIGHT SHOWERS OVER WINDWARD SECTIONS OVER
THE NEXT COUPLE OF DAYS. LEE SIDES WILL HAVE FEWER CLOUDS. THE BREEZY
TRADE WINDS WILL DECREASE WEDNESDAY...AS HIGH PRESSURE MOVES CLOSER TO
THE STATE. THERE ARESOME SHOWERY CUMULUS HIDDEN AMONGST THE DRIER
CLOUDS...BUT SEEING AS THE AIRMASS IS SOMEWHAT STABLE...THE SHOWERS
FALLING OUT OF THE CUMULUS ARE LIGHT.
THE CLOUDS UP AGAINST THE NORTHEAST FACING SLOPES OF HALEAKALA AND THE
TALL BIG ISLAND VOLCANOES.THE FRONT...OR WHAT/S LEFT OF IT...IS
PROBABLY SOMEWHERE SOUTH OF THE BIG ISLAND
- THE HIGH WILL SLIDE NORTHEAST OF THE ISLANDS LATE WEDNESDAY...PUSHED
THERE BY A SURFACE LOW AND COLD FRONT FAR TO THE NORTHWEST. THE LIGHT
EAST WINDS WILL VEER OUT OF THE SOUTHEAST LATE WEDNESDAY...LIKELY
SPREADING VOLCANIC HAZEOVER KAUAI AND OAHU THURSDAY BY FRIDAY...THE
HIGH WILL BE CENTERED OFF OF BAJA CALIFORNIA AND A RIDGE WILL EXTEND
WESTWARD OVER THE STATE.
In Washington UNSETTLED CONDITIONS WILL CONTINUE THE REST OF THE WEEK
IN RESPONSE TO A SERIES OF PACIFIC STORMS MOVING ACROSS THE REGION.
A NEGATIVELY TILTED UPPER TROF TO APPROACH FROM THE SOUTHWEST DURING
THE DAY WED. THE MODELS CONTINUED TO WAFFLE ON THE TIMING OF THE
PRECIP ARRIVAL AND WERE NOW SLOWER THAN THE PREVIOUS RUN. WILL NEED TO
MONITOR THE STRENGTHAND THE DEPTH OF THE COLD EASTERLY FLOW THROUGH
THE PASSES AS THERE IS A POSSIBILITY OF FREEZING RAIN - WED NIGHT
AND/OR THU MORNING. 980 MB LOW MOVING THROUGH WESTERN WASHINGTON
SUNDAY MORNING WHICH WOULD RESULT IN WINDY CONDITIONS ACROSS THE AREA
BUT THE 00Z GFS AND CANADIAN RUNS ARE WEAKER AND MUCH FURTHER SOUTH
HYDROLOGY FROM THE PREV DISCUSSION THE 00Z ECMWF HAS PUSHED THE
HEAVIEST PRECIPITATION SOUTH OFTHE CWA ON FRIDAY AND AGAIN ON SUNDAY.
STILL WITH A SERIES OF STORMS MOVING THROUGH THE AREA IN THE NEXT WEEK
IT IS POSSIBLE THAT THE SKOKOMISH RIVER COULD FLOOD WITH THE FLOOD
THREAT BEGINNING ON FRIDAY AND LASTING THROUGH THE WEEKEND.
Into The Great Basin HIGH PRESSURE ACROSS THE REGION WILL BEGIN TO
SHIFT EAST WEDNESDAY AS A MILD SOUTHWESTERLY FLOW DEVELOPS. THIS
SOUTHWEST FLOW WILL PERSIST THROUGH THE UPCOMING WEEKEND.
INVERSIONS SHOULD CONTINUE TO WEAKEN TOMORROW AS A SHORT WAVE TROF
EJECTS OUT OF THE ERN PAC PARENT TROF AND MILD SOUTHWESTERLY FLOW
INCREASES ACROSS THE ERN GREAT BASIN. EXPECT INVERSIONS TO MIX OUT IN
MOST AREAS WED ALTHO INCREASING CLOUD COVER DURING THE AFTN COULD CUT
OFF THE WEAK DAY TIME HEATING COMPONENT AND PREVENT THE VERY BOTTOM OF
THE VALLEYS FROM SCOURING OUT. An upper air disturbance and cold
front are moving through southeast Texas this morning. As the storm
moved across Texas some showers and thunderstorms developed over
roughly the southeast half of Texas and Louisiana. The heaviest rain
was between 1.00 and 2.00 inches over extreme southeast Texas and
southwest Louisiana. Upper air disturbance Thursday into Friday
morning which should bring some light showers to roughly the southeast
two thirds of Texas and Louisiana.
A more significant pattern change may signal an additional chance of
rain about late Monday and Tuesday of next week.

firewood cutting.
Helena District
Operations active on Rd. 655 (Greenhorn Mountain). Hauling on 1855 to
Hwy 12. Operations moving to Rd. 571 at south end. Logging operations
on Rd. 1876 (Banner Creek). Hauling on FS Rd.1856 (Hahn Creek), Rd 495
(Telegraph), and Rd. 527 (Minnehaha). Falling and yarding operations
close on Monday, November 26th. Temporary road being constructed off
Rd. 137.
Equipment on narrow roads with little to no areas to move, expect long
delays (1+ hours).

Sale area is closed - firewood cutting authorized. Watch for log
trucks and possible debris on roads.

Rain showers and possibly severe weather will develop along a cold
front associated with this system, mainly in the Gulf Coast Region.
The storm is expected to push through the region as the night

area. Some residual showers may linger in deep south Texas on Tuesday.
For Thursday into Saturday amounts of 0.25 inch along the Gulf Coast
from Corpus Christi to Houston.
