ROAD CLOSURES ~ The following roads are closed to the public.
Road 149 ~ located immediately north of US HWY 68/KY80, is closed.
This is a very short road that connects from US68/KY80 to Road 148.
Access to Road 148 area is available via the Jenny Ridge Road (153)
and Long Creek Road (151).
Road 108/Demumbers Road ~ Road segment across Willow Bay remains
closed until the Federal Highway Administration repairs damaged
culvert over Willow Bay in late-2013. Road 109 may be used to access
Demumbers Bay Backcountry Area & Boat Ramp.
Road 130/New by Cemetery Road Bridge ~ will remain closed until the
Federal Highway Administration repairs the damaged bridge in
late-2013. There is an unimproved gravel by pass creek crossing around
the bridge that is available when free of flowing water. A creek
should be crossed only when safe and only with proper vehicle.
Road 172-C/Jones Creek Road ~ is currently down to one lane due to a
damaged wooden bridge. The damage is marked by traffic drums and
clearly visible. Bridge deck repairs are pending.
Road 237/Cow Creek Road ~ will be closed beginning Nov. 15, 2012 until
April 2013. Reconstruction is planned to start near Nov. 19, 2012.
350 Road/Block House Road ~ Road remains closed.

252 Oil Spill: LA-DLR-201001 Coast Guard approves plan to secure
containment dome NEW ORLEANS - The Federal On-Scene Coordinator for
the Deepwater Horizon oil spill in New Orleans In 2010, the
40-foot-tall containment dome was used as a part of an attempt to
capture oil and allow it to flow through a pipe to a barge on the
surface. The technique was unsuccessful and the equipment was moved
away from the well head and riser and set in its current position
approximately 500 meters from the original Macando well head.
The operation, which began Tuesday, to the containment dome to place a
cap on top of the stove pipe and plug the ROV connection ports on the
sides and top of the structure. The cap and plugs were successfully
put in place and no further oil emissions from the containment dome
were observed. In addition, the Coast Guard plans an overflight of the
area later in the week.
Representatives from the Coast Guard, Bureau of Ocean Energy
Management and Bureau of Safety and Environmental Enforcement and Gulf
Coast Incident Management Team's Department of Interior Liaison, as
well as state on-scene coordinators from Louisiana, Mississippi, and
Florida observed the controlled feed in New Orleans. National Response
Center Sept. 16. The Coast Guard issued a Notice of Federal Interest
(The United States Court of Appeals 5th Circuit Guy Ralph Perea
President of The United States) the 5th Coast Guard District command
center at 504-589-6225 in the event of a marine emergency.

Winds are increasing in the leading edge of the Stream of Pacific Air
Mass winds in Northeastern California in a down slope of near 50 miles
Per Hour is Winter Storm Warning for elevations above 6000 feet in The
Northern Sierra and Southern Cascades - The move is primary West to
East and Northeastern California is nearly Due North of Los Angeles
Southland Basin - The Conversion of the whole weather is from the
South and From The North and Converge near Central California as the
flat High Ridge moves to The Western area of Arizona on into New
Mexico - the current meteorology information show mainly Fair weather
before the influence takes hold from the West leaving Gales on the
Coastal waters and Storm watch also as the next 24 hours move into

*ElastiCache Announces New Cache Node Types*
We are excited to announce availability of new cache node types for
Amazon ElastiCache:
1. Micro Cache Node Type (cache.t1.micro) in all regions except Asia
Pacific (Sydney). A Micro cache node type comes with 213 MB of memory
and is designed for lower traffic web applications, test applications
and small projects. Our customers had asked for a lower entry point to
get started with caching which we're happy to address with this
launch.
2. Medium Cache Node Type (cache.m1.medium) in all regions except Asia
Pacific (Sydney). A Medium cache node type has 3.35 GB of memory and
fits between the Small and Large cache nodes types, and is ideal for
workloads requiring more memory than that of a Small, and where a
Large would be considered too much.
3. Enhanced Extra Large Cache Node Type (cache.m3.xlarge) in US East
(Northern Virginia). An Enhanced Extra Large cache node type is built
on the next generation AWS infrastructure and has 14.6 GB of memory.
4. Enhanced Double Extra Large Cache Node Type (cache.m3.2xlarge) in
US East (Northern Virginia).
Similar to cache.m3.xlarge, an Enhanced Double Extra Large cache node
type is also built on the next generation AWS infrastructure and has
29.6 GB of memory.

Amazon ElastiCache improves the performance of your web applications
by retrieving data from a fast, in-memory cache instead of relying
entirely on disk-based storage. Unlike other caching mechanisms,
Amazon ElastiCache is fully-managed so you don't have to worry about
maintaining your own caching infrastructure. In addition, it is
Memcached-compatible, so if you have existing Memcached-enabled
applications, they should work with ElastiCache without any code
changes.
Customers can purchase these cache node types for On-Demand or
Reserved Instance usage. For more information about the new cache node

• Our BatchGetItem API will now support strongly consistent reads.

simultaneously.
• We have removed the limit on the minimum percentage change when
updating your DynamoDB table's provisioned capacity.

*Amazon RDS and Amazon ElastiCache Announce New Lower Prices*
As part of our on-going commitment to drive down costs and pass on
those savings to you, we are lowering prices for Amazon RDS for MySQL
and Oracle engines by up to 14% for On-Demand usage. We are also
lowering On-Demand usage prices for Amazon ElastiCache by up to 16%.
These new prices are applicable to M1 DB Instance Classes and M1 Cache
Node Types in the US East (N. Virginia) and US West (Oregon) Regions.
The price reductions are effective starting November 1.
Along with these price reductions, we are also excited to announce
availability of two new Instance Classes for Amazon RDS:
1. Medium DB Instance Class (db.m1.medium) for the MySQL, SQL Server,
and Oracle database engines, in all regions. The Medium DB Instance
Class fits between the Small and Large DB Instance Classes, and is
ideal for workloads requiring more memory and compute capacity than
that of a Small, and where a Large would be considered too powerful.
2. Extra Large DB Instance Class (db.m1.xlarge) for the SQL Server and
Oracle database engines, in all regions. This Instance Class provides
2X the memory and compute capacity of the Large Instance Class. The

*Amazon SQS Announces Long Polling and Enhanced Client Support*
Amazon Simple Queue Service (SQS) now supports long-polling, which
reduces extraneous polling associated with empty receives. With long
polling, receiving a message from an empty queue will no longer return
immediately. You can get started enabling queues for long-polling
using any supported version of the SQS WSDL, and you can enable
long-polling for individual requests using the latest WSDL, version

worldwide.
Along with the introduction of the free trial program, CloudSearch
search instance pricing has been reduced. The new pricing reflects a
savings of 17-19%, with small search instances available for

Amazon CloudSearch users can now use field weighting and query time
rank expressions to fine-tune their search results. Field weighting
prioritizes results from certain fields to improve document ranking.
For example, if you are selling books on your site, you could have
matches to the title field score higher than matches in other fields.
Query time rank expressions enable you to personalize search results
by customizing ranking for each search request. You can also use query
time rank expressions to rapidly iterate and test changes in how you
rank search results for all users without having to rebuild your
index.

The Country of Burma has been pleading for assistance since the
falling and Genocide in Bangladesh - so In the 1980's latter part The
United States Navy kept Peace to most of Burma and help with Humanity
aid in Bangladesh through Clinton Administration until Communist
groups upsurp the United States Sercret Service and Former President
Clinton fell in Hearing of Impeachment from a Communist set up in a
Hotel Resort in Florida. So again since President Clinton has nothing
to do with a Communist move that only "President Nixon can go to
China" as President Clinton made a move to Vietnam in his Tenue of
Office and yet it was and is Communist - how is The Party move in
Communist going to Unit Vietnam and Myanmar together - who does the
move of Loas and Cambodia - again only President Nixon can go to China
- so lets retrospec to China "Communist China That is" a Country on
The Table in The United Nations as Security - now China ask what are
you Barack Obama doing in our Party? And why is not Burma leading
there Country as they did under the Crown - BURMA is not Communist -
Myanmar is Communist - China has little interest in furthering their
Party without Discussion in The United Nations and with approval with
both National China and The Security Counsel of The United Nations -
The Garrillers "Sect of Sedection" against the Governing Power of
Burma left in the early 2000's and gathered with Communist breakoff of
China during Disenchanted Construction of Facilities of the Olympics
in China and went South and West starting building roads in India and
supply Military to Rebellion against Burma - Myanmar is code for My
airman mirmar - The United States Navy is well aware of the code and
have been quill to the stopage of further Rebellion acts until Hillary
Clinton made a bid and now Mr. Obama - The Elector state That Mr.

The plaintiffs have appealed from an order denying a preliminary
injunction in an action brought to obtain a declaratory judgment that
ordinance No. 146,360 of the Cityof Los Angeles, relating to nudity on
public beaches and in other public areas, is unconstitutional and to
enjoin the chief of police and other persons from enforcing or
attempting to enforce the ordinance. In the complaint it is alleged
that the individual plaintiffs are residents and taxpayers of the city
and that they"desire to use the public beaches within the jurisdiction
of the City of Los Angeles for sunbathing and swimming in the nude."
It is furtheralleged that they "bring this actionon their own behalf
and on behalf of all other persons similarly situated."
Co. v. Katz, 68 Cal. 2d 512 , 527-528 [67 Cal.Rptr. 761, 439 P.2d
889]; City of Santa Monica v.Superior Court, 231 Cal. App. 2d 223 ,
226 [41 Cal.Rptr. 824])
Accordingly, we consider the substantive question of whether the
ordinance is constitutional on its face. (Cf. Crownover v. Musick, 9
Cal. 3d 405 , 412-413 [107 Cal.Rptr. 681, 509 P.2d 497]; 7978
Corporation v. Pitchess, 41 Cal. App. 3d 42 , 46 [115 Cal.Rptr. 746].)
The conduct thereby proscribed is that no person shall: "Appear,
bathe, sunbathe, walk or be in any public park, playground, beach or
the waters adjacent thereto, or any place under the jurisdiction of
the Board of Recreation and Parks Commissioners The conduct thereby
proscribed is that no person shall: "Appear, bathe, sunbathe, walk or
be in any public park, playground, beach or the waters adjacent

Recreation and Parks Commissioners With respect to the doctrine of
preemption the court stated (70 Cal. 2d at pp. 859-860): "A local
ordinance is invalid if it attempts to impose additional requirements
in a field that is preempted by the general law. In re Hubbard, supra,
62 Cal. 2d 119 , 128 [41 Cal.Rptr. 393, 396 P.2d 809], established
three tests to determine whether a subject has been preempted by the
Legislature.'(1) the subject matter has been sofully and completely
covered by general law as to clearly indicate that it has become
exclusively a matter of state concern; (2) the subject matter has been
partially covered by general law couched in such terms as to indicate
clearly that a paramount state concern willnot tolerate further or
additional local action; or (3) the subject matter has been partially
covered by general law, and the subject is of such a nature that the
adverse effect of a local ordinance on the transient citizens of the
state outweighs the possible benefit to the municipality.'" "The issue
is whether the act of sunbathing inthe nude on an isolated beach,
without intent to engage in sexual activity, is punishable under a
statute which makes it a crime to 'willfully and lewdly' expose the
private parts of the body. We conclude that the conduct in question is
not prohibited by this statute, and hence that the writ should issue.
[¶] The facts are undisputed. On the morning of August 7, 1970,
petitioner and a male friend went to a beach for thepurpose of
sunbathing. Although the beach was open to the public, it was not in a
residential area and was apparently used by relatively few people.
Petitioner removed all his clothes, lay down on his back on a towel,
and fell asleep. [¶] Some hours later the police appeared on the scene
and arrested petitioner on a charge of indecent exposure. By that time
several other persons were presenton the beach. The necessary proof of
sexual motivation was not and could not have been made in the case at
bar. It is settled that mere nudity does not constitute a form of
sexual 'activity.' a person, as here, who simply sunbathes in the nude
on an isolated beach does not'lewdly' expose his private parts within
the meaning of section 314." Legislature has thereby impliedly
determined that public nudity not so motivated, including sunbathing
in the nude on public beaches, is lawful and, therefore, not subject
to local regulation. (See In re Hubbard, 62 Cal. 2d 119 , 126-127 [41
Cal.Rptr. 393, 396 P.2d 809].) In summary, Penal Code section 314 does
not proscribe conduct other than that which is sexually motivated, the
absence of statutory provisions governing public nudity not so
motivated doesnot reflect a legislative intent to prohibit local
legislation with respect thereto when otherwise appropriate, the
ordinance of the city constitutes a reasonable regulation for the
general welfare, and it imposes no undue burden on transients. The
ordinance is not invalid on the ground of state preemption.
The determination just stated is not undermined by the reasoning ofour
Supreme Court in Parr v. Municipal Court, 3 Cal. 3d 861 [92Cal.Rptr.
153, 479 P.2d 353]. The ordinance there involved was not invalidated
on the ground of preemption but, rather, on the ground that it was
void on its face because it was unconstitutional class legislation [51
Cal. App. 3d 844]

the push before catching is a extension of not so much the flight of
the ball but a cutting of the Space itself of "out of bounds" when in
timeline without push the air foil around each player stop the excess
rise of The Ball and Time and Space is lawful to The Quarterbacker and
thus Cleveland is in bounds and thus Cleveland Browns won the Game 20
to 17 over Dallas.

NOVEMBER 24... DRY AND SEASONABLY WARM TEMPERATURES WITH RAIN CHANCES
RETURNINGLATER IN FORECAST PERIOD - Rainfall has moved out of the area
to the north leaving small precipitation totals across southern New
Mexico and north western Texas. Zonal flow has moved in temporarily
keeping seasonal temperatures and dry conditions for today. Streaming
Pacific moisture may generate more showers along the Rio Grande
Wednesday evening into Thursday morning.
This will be assisted by a very weak trough (Trough An elongated area
of relatively low atmospheric pressure, usually not associated with a
closed circulation, and thus used to distinguish from a closed low.
