Problem of Air Strikes in Iraq vs B52 Fortress

The War Powers Act does not authorize Air Strikes as The Act is based on the Per 1808 Federal Articles that the Elector President has power to Fort and thereof as a march by Soldiers into such Fort and in Modern time The Fortress has been built by B52 and new B1 bombing to build the Fort then military march as stated to Congress how long such march shall take place to the Fort such Forts do exist in Cuba and Spain and other local on Earth now to Air Strikes only can happen if a invasion on a Fort as built in Modern days in that such activity in Iraq violates "The War Power Act" as no Fort has been constructed yet a lot of Commands but no Fort to be acknowledge by Congress for funding in that No refueling for such airplanes attacking such lands of Iraq is cut off.
