could not use as a Public Domain - but usage of The Internet is a

Carrier on FAA (Federal Aviation Administration) Channel; World Wide
one can access the Internet but no porn or talking is allowed - but
here is the problem in such equal approach of The Law for the
individual - in FAA - Congress has a source of oversee - but in small
Common Carriers excepting AMTRAK such is left up to The Community in
enforcement - but the next step in The wireless is Talk from County to
County or City to County or in Reverse or State to State becomes a
Appropriation area of Congress in "Talk" not so internet - Therefore
the fine for talking on a device "Blue Tooth" or otherwise is fine in
The Low Ball $5,000.00 for each jurisdiction that fail to Franchise
Congress - but in Internet no such Law except in use while driving -
again see ground Common Carrier for Rules to use of Device as Stated
or like - again Mobile Phones are already under FCC rule.
